Duties Description • Serving as project manager: Coordinating, managing and developing work plans for all new initiatives for the NY State of Health Marketplace (NYSOH or Marketplace); Tracking various work groups’ progress on milestones and meeting deadlines; Coordinating submission of required federal reports; Developing presentations and other briefing materials; Facilitating update meetings on project plans with key staff to ensure timeline and key targets are met; Updating state budget implementation project plans with NYSOH updates; Coordinating responses between policy, IT, and other operational staff on implementation. • Strategic advisor to Executive and Deputy Directors of NY State of Health. Provides strategic advice regarding the portfolio and responsibilities of all NY State of Health (NYSOH) business areas. Maps out changes to align with NYSOH’s objectives. • Lead on implementing Executive Priorities. Reviews implementation plans of key Executive priorities, such as NYSOH’s State Innovation waiver activities. • Lead on internal and external communications. Prepares key communication materials for NY State of Health’s 100+ FTEs, and key internal and external partners regarding ongoing priority initiatives. • Direct NYSOH Information Technology (IT) system requests, data, and operations: Managing the review process of IT system changes, the onboarding of new technology for NY State of Health business stakeholders, as it relates to the Essential Plan and Qualified Health Plan, and outreach and communications with consumers; Providing policy support and subject matter expertise (Essential Plan, Qualified Health Plan, Medicaid, and Child Health Plus) to assist with requirements gathering, documentation of business rules and processes regarding eligibility, enrollment and customer service issues related to a NY State of Health Marketplace; Researching, analyzing, and drafting policy options regarding issues related to Marketplace business operations; Leading the development of the eligibility system; working directly with stakeholders to meet functional needs; and representing programmatic needs in accordance with industry standards; Drafting new functions or applications in programming languages to conduct analyses; Producing business intelligence solutions by querying data repositories and generating periodic reports; Devising methods for identifying data patterns and trends in data sources; Assessing data structures and how they can be used to produce desired reports to help drive outcome based results; Conducting or coordinating tests to ensure that business intelligence solutions are consistent with defined needs; Testing, validating, and reformulating models to ensure accurate prediction of outcomes of interest; Creating and delivering written reports and presentations; Working with project staff to transition solutions into an operational model to meet the ongoing needs of the business. • Coordinate NY State of Health senior staff decision-making processes: Providing oversight to ensuring executive direction is implemented with key workstreams: Communications & Outreach, Plan Management, Policy & Evaluation, Information Technology, and Small Business Marketplace; Identify key agenda items and strategies, and leading biweekly senior staff meetings; Generating action items for and managing relevant staff; Supervising administrative staff supporting the NY State of Health Executive team. • Complete Executive Chamber/Division of Budget/Commissioner of Health requests: Maintaining and creating State of the State implementation tracking documentation; Generating regular updates for key NY State of Health priority activities; Drafting Commissioner of Health briefing documents for Budget hearings and other ad hoc requests; Drafting NY State of Health State of the State proposals and all required documentation for each proposal. • Plan Management Activities: Serve as a subject matter expert in the design, testing, implementation, and refinement of Marketplace operations as they relate to health plan offerings; As a subject matter expert, defines programmatic business rules related to health insurance coverage to be used in the development, testing, implementation, and refinement of information technology systems, including the Marketplace website and information exchange with health plans participating in the Marketplace; Assists in developing annual solicitations for health plan applications for participation on the Marketplace; Gather data from evaluations, metrics, and consumer satisfaction to provide summary reports for supervisors; Works to update the Marketplace guidance pertaining to actuarial value and essential health benefit standards of health plan offerings in accordance with applicable regulations and guidance; Assist in developing criteria for certification of Marketplace health plans consistent with Federal and State law and to achieve the goals of NYSOH to ensure that individuals and small businesses have access to affordable, comprehensive, health insurance coverage; Work in close collaboration with the Department of Financial Services to develop and implement strategies, policies, and procedures to certify health plans for participation in the Marketplace with the goal of maximizing efficiency, streamlining the application process, making comparison of plan options easier for consumers, and ensuring consistency with the States outside insurance markets and the goals of the Marketplace; Work with the NYS Department of Health’s Office of Health Services and Quality Analytics to design and implement quality and consumer satisfaction measures for use in selecting a Marketplace health plan, to improve overall performance of Marketplace health plans, and for making recommendations about health plan Marketplace certification decisions; Contribute and participate in the Essential Plan reconciliation project with the Office of Health Insurance Programs; Participate in Office of State Comptroller (OSC) audits as needed; Represent the Executive Director and Deputy Director with federal authorities, NYS legislators, and NYS control agencies.

Minimum Qualifications Current NYS DOH employee with permanent or contingent­-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law


Preferred Qualifications:
Expertise with New York's Medicaid, CHPlus, Essential Plan, and/or Qualified Health Plan eligibility and coverage issues; Expertise with the federal Patient Protection and Affordable Care Act; Experience working with a state-based marketplace; Strong writing, verbal communication, interpersonal, and organizational skills; Experience prioritizing multiple time-sensitive projects, implementing programs, and allocating resources; and Ability to work well under pressure and meet deadlines.
