Duties Description The Internal Auditor 2 will assist the Internal Control office with the following duties, including but not limited to:
• Completing SFS annual User and Role Validation compliance review.
• Developing and providing Internal Control Education: informal and formal, on risks and internal controls.
• Reviewing and updating certain DMV Policies.
• Representing the Office of Internal Control in project improvement teams, meetings, and communications.
• Reading audit reports from DMV Audit Services, OSC, and any other sources to stay abreast of risks and DMV operations.
• Performing the Annual Internal Control Review (Review):
o Working with management to establish business unit’s identified risks and controls and the inherent risk levels.
o Setting up testing cycles.
o Reviewing and updating DMV’s internal control materials.
o Coordinating annual testing in internal controls.
o Guiding business unit management through the Review.
o Reviewing submissions for completeness and quality.
o Following up on identified gaps and corrective action plans.
o Summarizing and organizing Review information.
o Writing sections of the Annual DOB Internal Control Certification (B350).
Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:
1. Eligible for appointment from the Internal Auditor 2, G-23 eligible list
2. In a Internal Auditor 2, G-23 title eligible for reassignment
3. G-21 or higher title that meets criteria for 70.1 or 52.6 transfer
4. For provisional appointment*: One year of permanent competitive or 55b/c service as an Internal Auditor 1, Senior Internal Auditor, Internal Auditor Trainee 1, or Internal Auditor Trainee 2.
5. For NCP appointment**: The Division of Personnel anticipates the possibility of making an appointment in the near future to this title. Section 52.7 of Civil Service Law allows an agency to nominate a candidate for a non-competitive promotion examination when there are three or fewer qualified candidates in the departmental promotion field interested in competing in an examination to fill a position. The following position is being posted to determine if there is a promotion field and/or if a non-competitive examination is appropriate in accordance with Section 52.7.
*A provisional appointment is authorized by §65 of the Civil Service Law when there are fewer than three list eligibles willing to accept appointment to the position. In order to be provisionally appointed to the posted title, the candidate must meet the minimum qualifications as specified above. If offered a provisional appointment to the position, the candidate must take the next examination to be held for this title and be reachable on the subsequent established eligible list.
**An NCP appointment may be allowed if there are three or fewer qualified candidates in the promotion field interested in the position.

Preferred Qualifications:
• Knowledge of NYS Internal Control Act, OSC’s Standards for Internal Control in NYS Government, and COSO Framework.
• Prior work experience with internal control, audit, or risk management environment.
• Computer skills and experience using Excel, Word, and Teammate+.
• Excellent interpersonal, oral, and written communication skills.
• The ability to work independently, run meetings with business unit management, and document communications.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
