Duties Description The Associate Director Human Resources 1 duties in the Bureau of Human Resources will include but are not limited to the following:
• Collaborate with Human Resources staff, Executives, Division Directors and liaisons to develop and ensure fair and consistent hiring/recruitment practices are utilized within the agency.
• Lead discussions with Executives and Division Directors to develop classifications requests for new positions, reclassifications, earmark releases and tentative Classification Standards that accurately reflect the scope of the positions needed.
• Coach and mentor staff to develop skill sets in working with division staff to ensure that recruitments and classification requests are following Civil Service Law and the Department's Affirmative Action policy.
• Identify current and potential recruitment challenges and develop a streamlined process improvement plan to address these challenges within the agency
• Coordinate the exam planning process including meeting with Division Directors to the potential need for exams, addressing potential hiring initiatives, expected attrition and any current or upcoming legislative mandates.
• Primary responsibility for JCOPE FDS administration, response to Human Resources (HR) Freedom of Information Law (F.0.I.L) requests and aspects of the Budget Division Approval (BOA) hiring process.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service Human Resources Specialist 2.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Associate Director Human Resources 1 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Associate Director Human Resources 1 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

Current Department of State employee with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2, Human Resources Specialist 2 (LR).

PREFERRED QUALIFICATIONS:
• Strong skills and experience in all listed areas of Recruitment, Classification and Exam Planning.
• Ability to work independently and as well as in a team environment.
• Experience at the SG-23 level or higher in a human resources title.
• Demonstrated record of solid reasoned judgment.
• Proven record of managing sensitive issues fairly and equitably with discretion and objectivity.
• Ability to proactively manage multiple priorities and adapt to changing needs and emerging issues.
• Established ability to analyze issues thoroughly and quickly develop reasoned, defensible solutions.
• Strong interpersonal skills with the ability to communicate with staff at all levels within and outside of the organization, including the Department of Civil Service and the Office of General Services (OGS) Center for Recruitment in Public Service.
• Ability to develop trusting relationships throughout the agency and with outside parties.
• Excellent writer and presentation skills.
• Supervision experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
