Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Director of Human Resources, the Manager Information Technology Services 1 will be responsible for directing and coordinating the design and overseeing the implementation of secure and efficient Human Resources (HR) applications, with minimal traditional coding needed, to meet the needs of Office of Information Technology Services (ITS) HR. The role will collaborate with the IT Architect 2 and business stakeholders to ensure applications meet the needs and propose new applications to improve the business flow. This role will also supervise two positions within the ITS HR Automation team.

The duties of this position include, but are not limited to:

• Confer with Director of HR, IT Architect, and key stakeholders to develop long-term work objectives for HR automation.
• Collaborate with the project team to provide and report system updates to senior leadership.
• Design the data architecture and infrastructure to support interactive dashboards and reports using internal databases, Power BI, and Workday, ensuring scalability, security and performance.
• Assess vendor and systems service levels to ensure agreed upon standards and deliverables are met or exceeded.
• Identify opportunities to streamline and automate HR processes through system capabilities and integrations.
• Partner with HR, other ITS teams, and external vendors on system optimization projects and process improvements, taking a lead role in the technical design and implementation.
• Lead the troubleshooting and resolution of the most complex system issues, working with internal teams, external vendors and the HCM vendor's support organization as needed. This includes root cause analysis and preventative measures.
• Analyze workforce data to identify trends, metrics, and actionable insights that inform talent, compensation and organizational decisions.
• Propose and implement new interfaces, customizations, extensions, and 3rd party applications.
• Administer the HR Workday system, focusing on complex configuration, security architecture, advanced workflows and data management strategies.
• Analyze data quality, consistency and integrity across all HR reporting and analytics processes.
• Implement solutions integrating multiple data sources and services, including API and REST services, with a focus on security and performance optimization.
• Oversee HR technology solutions to ensure they meet relevant security policies and regulations. Implement and maintain security best practices.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG-27/M2, OR in a position at the SG-25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

PREFERRED QUALIFICATIONS

Preference for candidates with skills including, but not limited to:
• 8+ years of experience with increasing responsibility supporting ITS systems such as Chronos or PeopleSoft.
• At least a bachelor’s degree in computer science, analytics, human resources, data science or a related field.
• At least 4 years of SQL query builder experience.
• Well-developed analysis and problem-solving abilities, adept at thinking critically about software and its potential flaws to troubleshoot issues.
• Excellent communication skills to effectively document and relay issues to cross-functional teams for resolution.
• Basic knowledge of SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques.
• Intuitive understanding of turning ideas into working applications using a drag-and-drop visual environment.
• Experience with database management and integrations with external systems.
• Ability to adapt to new features and updates on low-code platforms.
• Strong coordination skills to work with IT and security professionals, as well as other developers and departments.
