Duties Description Supervise and oversee Health Information Management and Medicaid Compliance. Duties include but are not limited to:
• HIPAA Liaison - main point of contact for all HIPAA breaches, track, write up reports and send to Counsel’s Office.
• TABS & Choices Coordinator/Authorizer - signs UARs for both as authorizer. Assign roles and troubleshoot TABS issues and run reports, assist other staff.
• Litigation Hold primary contact - alert Counsel’s Office of any event that could be or has been seen as potential for litigation. Send staff hierarchies to attorneys. Collect original documentation for all holds, share in COF folder under litigation hold. Fill in checklist sent by Counsel’s Office and sign. Keep other departments on track to get documentation in by a deadline.
• All audits point of contact - includes annual CFR, any from OAS, Acumatica, Medicaid, etc.
• HIM lead point of contact - this is for any legal issue that arises on individuals and/or staff, to answer questions about any scenario that involves the individuals protected health information, process for handling individuals clinical/medical records, movements, tracking deaths, ensuring processes are in place for release of records, legal issues, any other out of the ordinary situations.
• Manage staff in HIM and Medicaid Compliance groups. Heavily involved in EHR development, testing, and implementation.
• CCO Liaison for State Operations - being a point of contact for the CCO's to reach out to if issues/concerns arise from staff in state operations. Organizer of quarterly meetings with CCO's. Point of contact for Objections to treatment for those in state operations.
• Language Access Liaison for state operations.

Minimum Qualifications Promotion:
One year of service as a Mental Hygiene Program Evaluation Specialist 2 and reachable on the current Civil Service list.
Open Competitive:
A bachelor's degree and three years of professional program evaluation experience* in a human services setting**, which includes the design, modification, and/or utilization of data collection instruments and processes; conducting analysis; and the preparation of reports and other documents; all for the purposes of assessing program operations, improving program effectiveness and efficiency, and informing future program development.
Substitution:?A master's or higher-level degree can be substituted for one year of non-supervisory experience.
*Qualifying program evaluation experience includes the following activities: determining or assisting in the determination of appropriate performance indicators for a program or organization; reviewing organizational performance to determine the level of compliance with the standards of oversight agencies; leading, facilitating, or participating in root cause analysis, failure mode and effect analysis, and performance improvement projects; designing and/or using existing outcome measurement instruments and processes; collecting, aggregating and analyzing data and presenting the results of the effort in reports and other documents; designing, modifying, and/or analyzing the results of client satisfaction surveys; collecting and maintaining monthly and quarterly data for regulatory bodies such as the Joint Commission; leading and/or participating in accreditation reviews and survey-readiness activities; and investigating critical incidents to identify deficiencies, patterns and trends, and in order to recommend remedial actions.
*Non-qualifying program evaluation experience includes, but is not limited to, conducting assessments of individual clients' needs, evaluating individual clients' outcomes, or administering psychological tests to individual clients; non-professional-level experience (e.g. secretarial or administrative support activities, even if the experience is gained in a qualifying program evaluation unit); or experience in which program evaluation responsibilities did not represent the preponderance of your duties (e.g., experience supervising or managing a clinical program area, in which you evaluated the effectiveness of your own program or used the reports and/or data prepared by program evaluation staff to improve day-to-day operations).
**A human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
