Duties Description Under the general direction of the Deputy Director of the Office of Primary Care and Health Systems Management, this position will function as the Director of the Center for Healthcare Provider Services and Oversight (CPSO). The Director is responsible for managing hundreds of staff persons located within two divisions and multiple groups within the Center including: the Division of Hospitals and Diagnostic and Treatment Centers, the Division of State Emergency Medical Systems, the State EMS taskforce, the Clinical Staffing and Review Unit, the Criminal History and Record check Bureau, the State Organ Donor Registry, the Bureau of Funeral Directors, and the Center’s Oversight Intelligence and Analysis group.

The Director’s responsibilities will include but not limited to: Regulatory oversight and significant parts of the licensure process of health care facilities and health care providers. Speedy and careful formulation and administration of policies that ensure regulatorily compliant, accessible, high-quality, health care throughout New York State. Surveillance and oversight of health care facilities and providers, to ensure provider compliance with federal and state laws, rules, regulation, and guidance. Working with high-level state, local and federal governmental officials to optimize performance and ensure data-driven activities. Participation in the planning, development, and implementation of appropriate, cost-effective, strategically located health care facilities and systems. Planning interventions and supports for the health care system. Ensuring the center's daily and long-term operations are effectively working toward the Department’s goals to protect and promote health and well-being for all New Yorkers, building on a foundation of health equity. Leading the Center’s hiring strategy and position prioritization including reviewing and preparing requests and creative recruitment strategies for new positions, reclassifications, and hiring target increases or managing workloads within existing resources. Providing administrative leadership at a Department of Health Facility or facilities, to include directing operations and working with DOH administration to ensure appropriate operations. Ensuring that internal controls are meaningful and valued. Overseeing the development of State policy and budget recommendations, State of the State proposals, budget briefings, and ongoing fiscal management. Oversight of the development and implementation of the Center’s regulatory review and modernization efforts. Coordination of center emergency preparedness and response activities. Development of programmatic and operational goals and objectives. Evaluation of program performance, accomplishments, and effectiveness. Provision of programmatic advice, data, and expertise to Executive Staff. Interacting with and directing responses, and recognizing appropriate context with external stakeholders, elected officials, Executive staff, and the press as needed. Acting as the Deputy Director of OPCHSM in the absence of the Deputy Director. And other duties as required.

Minimum Qualifications Bachelor’s Degree and nine years of experience in the management of a large health care regulatory program, including at least four years managing a major statewide or multi-region regulatory program with responsibility for regulatory activities, standards development, investigations of complaints against facilities or health care providers and experience pursuing corrective actions and other sanctions when appropriate.

*Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: Clinical experience working in a healthcare facility or with a healthcare provider; a strong regulatory background; experience in the formulation, implementation, and/or evaluation of program policies related to patient and/or resident safety; experience with governmental regulatory, oversight, or investigative programs; the ability to contextualize decision-making within a matrix of data, experience and perspective; experience leading sizable teams of clinical, professional and support staff; familiarity with New York State government policies and programs; experience working with the New York State Executive and/or legislative branches of government; excellent verbal and written communication skills; significant experience quickly review and editing documents for both internal communications and public viewing; the ability to multi-task and dynamically re-prioritize in an environment where circumstances can quickly change objectives; the ability to develop and implement a vision for innovation and efficiency; strong follow up experience; and experience supervising and supporting a leadership team while creating optimal performance at all levels and respecting the talent, diversity, and contributions of each team member.
