Duties Description The duties of this position within the Business Innovation Bureau will include but are not limited to the following:

• Independently lead and coordinate organizational and high-complexity business analysis activities.
• Conduct interviews, workshops and surveys to gather business requirements from stakeholders. Requirements will be gathered in accordance with established NYS and OPRHP specifications and standards.
• Ensures team properly documents and validates requirements so they align with organizational strategic goals and objectives.
• Ensure team properly gathers requirements and data analysis is accurate and reliable.
• Lead and provide high level leadership to Project Team(s) to ensure all analysis activities are properly estimated, within scope, and included in the project schedule.
• Analyze business processes and data to identify trends, patterns and insights to improve operational efficiency or customer service outcomes for high leverage projects or organizational strategic objectives.
• Identify, document and map out business processes, workflow and OPRHP operations in accordance with NYS and OPRHP PMO specifications and standards.
• Validate that solutions meet business requirements by developing, maintaining and executing test plans and cases.
• Coordinate quality assurance (QA) testing and testing efforts including documenting and reporting user feedback and noted defects.
• Conduct user acceptance testing (UAT) and gather feedback for improvements.
• Maintain comprehensive documentation of business requirements, processes and solutions.
• Prepare reports and presentations to communicate analysis results and recommendations.
• Develop training and user support materials for projects.
• Evaluate existing business processes on the macro and micro level and recommend improvements for efficiency and effectiveness.
• Lead teams that develop process maps and workflows to illustrate current and future states to move the organization forward with operational, financial, functional and customer service goals.
• Collaborate with stakeholders and SMEs to design and implement solutions that meet business needs and organizational strategic objectives.
• Create functional specifications and use cases to guide solutioning efforts.
• Maintain regular communication with stakeholders providing updates on findings, recommendations and project updates. Communication is clear, concise and consistent with all stakeholders.
• Act as a liaison between business units and technical teams to ensure clear understanding and alignment.
• Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions.
• Provide training and professional development opportunities to help team members grow and improve their skills.
• Hold regular check-in meetings with subordinate staff to assess performance, give feedback, and listen to their needs to determine how to provide appropriate level support.
• Ensure tasks of subordinate staff are completed to satisfactory expectation of the business unit, the organization and to establish standards and practice.
• Proactively address problems and remove barriers to ensure tasks are completed on-time and on budget.

52.6 Transfer Qualifications:

At least one year of permanent or contingent-permanent qualifying service as a Grade 25/M-1 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
