Duties Description The Program Aide will support the Assistant Commissioner of the Division of Statewide Services and collaborate with other administrative support staff to support the nine bureaus and staff within the division. The Division of Statewide Services has several bureaus: Research and Data Analytics, Clinical Project Management, Technical Support, Statewide Clinical Programs, Nursing and Health Services, Behavioral Services, Intensive Treatment Services, Assessment Oversight and Coordination and Service Allocation, Research and Review which are critical to meeting OPWDD's core mission by providing guidance, policy and services to the vast provider network. The bureau work is delegated to two separate subdivisions; Policy and Clinical Supports and Operational Oversight and Review. The division is charged with ensuring a safe environment through the provision of both direct services and guidance on clinical care in the form of technical support and policy development. Statewide Services focuses on supporting state and voluntary provider agencies, and through collaborative work and shared priorities ensures equitable access to quality service provision that is responsive to the needs of individuals with I/DD. The Division work is part of the support for the OPWDD's strategic plan and core mission.

In support of the Division of Statewide Services' subdivision and bureaus within, the Program Aide will provide a wide range of essential administrative duties and services and interact with OPWDD leadership, management, outside agencies, families, and other stakeholders.

The Program Aide will provide essential administrative, clerical and secretarial support to the Assistant Commissioner for the Division of Statewide Services, the Director of Policy and Clinical Supports and Director of Operational Oversight and Review as well as and other staff.

Duties include but are not limited to the following:
• Provide administrative support to the Assistant Deputy Commissioner and other department heads within the division.
• Complete clerical tasks for eligibility leaders and Committees.
• Perform general administrative functions (answering phones, filing, correspondence, maintain calendars, order supplies).
• Coordinate information flow by acting as liaison among executives, field staff, and other Central Office Division representatives.
• Establish/enhance office procedures; maintain efficient workflow; track and coordinate tasks.
• Design filing systems to manage paper and electronic documentation and correspondences.
• Utilize information technology applications such as email, databases, spreadsheets, and word processing.
• Create, maintain, and enter information into spreadsheets and databases.
• Maintain scheduling and event calendars for supervisors; schedule meetings via WebEx and Teams programs.
• Make travel arrangements for supervisors; create and/or submit travel expense reports via SFS.
• Complete forms in accordance with agency procedures assure divisional electronic organization or forms and resources .
• Operate office equipment such as printers, scanners, and copiers; arrange for repairs and supplies when needed.
• Make copies of various documents, file and/or distribute as appropriate.
• Compose, type, and distribute meeting notes, correspondence, and reports.
• Review work and documents for spelling and grammar for finalization.
• Support the development of office procedures, recommend revisions as needed and assure understanding and guide compliance.
• Greet visitors or callers and handle their inquiries; or direct calls/inquiries to the appropriate persons.
• Assist in hiring of new staff and complete onboarding and off boarding for staff to assure.
• Perform other duties as assigned.

Minimum Qualifications Candidate must be reachable on the current Civil Service list for Program Aide.

OR

Open Competitive:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• For CSEA positions: Local Bidding Agreements will be honored.
