Duties Description Under the general direction of a Human Resources Specialist 2, G-23, a Human Resources Specialist 1, G-18, assists program managers and advises employees in all aspects of employee services, payroll, employee benefits, and time and attendance.
Duties include but not limited to:
• Acts as a liaison with the BSC to provide exceptional customer service to employees.
• Prepares personnel transactions and works with the Payroll Unit to process transactions timely and accurately, ensuring records are in accordance with rules, regulations, and policies.
• Assists in the administration of the electronic Leave & Accrual Tracking System (LATS) as stipulated and modified by negotiated agreements and various leave programs.
• Assists with the daily administration of employee benefits, including but not limited to; health insurance, FMLA, medical and non-medical related leaves, workers compensation, retirements, and employment verifications.
• Travels to district offices located across the state to assist in supervisor training sessions. Occasional travel required.
• Provides technical advice and assistance to management regarding various topics handled by Employee Services (Benefits and Leaves).
• Performs other duties as assigned and proactively resolves problems as they arise.

Minimum Qualifications To be eligible for the Human Resources Specialist 1, G-18, or Human Resources Specialist Trainee 1/2, G-NS, position you must meet one of the following conditions as detailed below:

For NY HELPS appointment***: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Human Resources Specialist Trainee 1, G-NS (Equated G-14):
A bachelor’s degree or higher.
Human Resources Specialist Trainee 2, G-NS (Equated G-16:
A bachelor’s degree and one year of professional human resources experience.
Human Resources Specialist 1, G-18:
A bachelor’s degree and two years of professional human resources experience.
Substitution: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-12 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment.

Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.


Individuals who are eligible for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) eligible lists are also encouraged to apply.
