Duties Description The incumbent of this position will be responsible for performing director and manager level support and oversight to the Forensic Video Multimedia Services Unit (FVMSU). Tasks include, direct, and manage the technical and scientific functions of digital multimedia forensics, direct and manage testing procedures and report findings, direct and manage analytical methods, direct and manage all multimedia training, direct and manage the quality assurance, Discovery, safety, and proficiency testing section. Must successfully complete Law Enforcement and Emergency Services Video Association (LEVA) Levels 1, 2, 3, 4, and 3D Photogrammetry/Reverse Projection training curriculums. Specific duties will include all the duties of the FVMSU, in addition to, but not limited to:
DUTIES
Direct and manage the daily operation and technical support staff for the Division of State Police Forensic Video Multimedia Services Unit (FVMSU). FVMSU includes Forensic Video Section, Video Production Section, Photography Section, and Audiovisual Support Section.
Direct and manage the research and design of all Division multimedia installation/renovation projects throughout the state. Duties include ensuring all relevant equipment for specific Division technology upgrades are researched, demonstrated, and integrated into current Division systems.
Direct and manage the needs assessment and funding of the FVMSU. Includes research and selection of scientific multimedia analysis systems and tools, grant funding, technology developments, and testing new multimedia analysis systems and tools.
Direct and manage the technical and scientific duties for all forensic analysis in the FVMSU; direct and manage video documentation of criminal and civil events throughout the state; direct and manage the most complex on-scene analog and digital multimedia extractions; direct and manage the analysis and examination of analog and digital multimedia evidence; direct and manage complex analytical testing in the context of Comparative analysis and 3D Photogrammetry/Reverse Projection examinations; direct and manage Body Worn Camera Critical Incidents; direct and manage all public media release video clips of BWC critical incidents for Division Public Information Office; and monitor and provide expert criminal and civil court testimony. Working knowledge with applications from Avid Technologies, Amped FIVE, Adapt/FilterGraph, Magnet DVR Examiner, Salient Sciences, Axon Investigate, Adobe Creative Cloud applications, and Leica Imaging applications is mandatory. In addition, fundamental concepts of analog and digital recording devices and the internal architecture of these systems are required for the success of this position.
Direct and manage quality assurance, Discovery, safety, and proficiency testing within the FVMSU.
Direct and manage the Video Production, Photography, and Audiovisual Sections of the Unit. Manage tasks and duties including pre-production planning, scripting, production, post-production editing, program distribution, and audiovisual support.
Provide instruction on the principals of multimedia technology and its relationship to law enforcement seminars, classes, and conferences across the Northeast.
Provide expert court testimony regarding the validity of analyses performed by the FVMSU, processes used when analyzing analog and digital multimedia evidence, and the relation of that multimedia evidence to the overall investigation.
Attend conferences, seminars, and training to learn and evaluate new technologies and techniques in the forensic and multimedia fields.
Perform all other duties as designated by the Major – SP Academy, Director of Training.
Minimum Qualifications Bachelor's degree in video, television, film production, web interface design, graphic design, communications design, or a closely related field.
AND
Seven years of experience in a forensic multimedia laboratory setting. Two years must have included management experience.
Minimum qualifications must be met by the closing date of the posting.
