Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 3, Grade 27, position within the Office of Financial Management, Bureau of Procurement Enterprise Services. The Bureau of Procurement Enterprise Services (BPES) provides contract management and administrative services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations.
Under the direction of the Contract Management Specialist 4, the incumbent will assist the Director, Bureau of Procurement Enterprise Services in the day-to-day activities of the Bureau and in the development of policies and procedures governing the administration and management of contracts, purchasing, and other Bureau-related functions. Duties to be performed may include, but are not limited to, the following:
- Provide managerial oversight for day-to-day operations of large Procurement bureau comprised of over 700 contracts and approximately 50 staff.
- Provide contract management and procurement expertise to multiple OMH Facilities and Central Office divisions.
- Oversee the development and implementation of Business processes and standard operating procedures for contract management, purchasing, MWBE/SDVOB, and other Bureau operations.
- Ensure that departmental policies and procedures are in accordance with State Finance Law, and other statutory requirements including but not limited to, Vendor Responsibility and MWBE/SDVOB requirements.
- Oversee the preparation, evaluation and contract development process for all OMH State Operations-funded bid solicitations including RFPs, IFBs, and single/sole source contracts in conformance with all NYS legal requirements and procurement best practices.
- Advise program staff on best procurement methodology in the development of procurement documents, including evaluation tools.
- Oversee OMH’s MWBE/SDVOB programs including goal setting, scope analysis, quarterly and annual reporting, and B2G system management.
- Oversee the development and delivery of training to OMH Facility and Central Office staff in procurement policies and procedures, SFS transactions, and other related-functions.
- Supervise the review and/or development of contract specifications which require additional considerations due to complex issues and/or sensitive nature of the contract.
- Oversee the development of contractual requirements relating to financial performance matters in all formal agreements with vendors, contractors and subcontractors.
- Oversee the development of detailed managerial reports using Microsoft Word, Excel, Access, SharePoint, PowerPoint, and other applications.
- Provide direction to BPES staff regarding the development and maintenance of systems to monitor all contracts for compliance with contract terms and conditions; federal and state laws, rules, regulations and policies; and payment criteria.
- Respond to required audits related to contract, purchasing, and p-cards.
- Liaise with OMH Legal and Executive Management as needed.
- Manage Vendor, Facility, and Central Office relationships.
- Represent OMH on statewide committees including the New York State Procurement Council, the New York State Small Business Council, MWBE/SDVOB Industry Events.
- Participate in pilot programs and presentations related to the Statewide Financial System (SFS).
- Perform other activities as requested by the Director of Bureau of Procurement Enterprise Services.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Contract Management Specialist 3, Grade 27, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
Desired Competencies:
- Supervisory Experience and the ability to manage multiple teams.
- Experience in a wide variety of procurement types including complex RFPs, IFBs, RFQs, mini-bids, Single/Sole Source and Discretionary methodologies.
- Experience in managing procurements from the initiation through execution.
Experience working with SFS modules, and SFS Analytics.
- Strong critical thinking and data analysis skills and experience in developing and implementing policy and procedures.
- A demonstrated ability to establish and maintain business processes and procedures to ensure the efficient and effective management of the contracting and procurement function.
- A demonstrated ability to critically assess proposed procurements to ensure the procurement strategy meets the needs of the business area, while ensuring competition and compliance with all laws and regulations.
