Duties Description The incumbent of this position will report to the State Emergency Operations Center (SEOC) within the Office of Emergency Management (OEM).
Duties include but are not limited to the following:
• Develop and implement internal policies and procedures, to ensure emergency management mutual aid (inter and intra-state) program requirements are met.
• Implement the State's EOC credentialing program to include assigning position task books (PTB), tracking PTB progress, and coordinating the governance and oversight of the credentialing review board.
• Review and update Standard Operating Procedures (SOPs) and Standard Operating Guidelines (SOGs) for performing roles and defining responsibilities for the operation of the SEOC.
• Gather and analyze information to produce briefings or reports to inform timely and effective incident response decisions.
• Coordinate the development of project plans, deliverables, and analytical analysis for executive review.
• Conduct comprehensive research on homeland security, public security, and emergency management trends at the state, federal and international levels, interacting extensively with agency representatives, subject matter experts, advisory services, and legal resources, as relevant.
• Draft preliminary reports and recommendations based on gathered information.
• Facilitate meetings with Emergency Support Function (ESF) agencies and county emergency management partners to provide policy direction and coordinate on current and future needs.
• Participate in working groups with multi-disciplined and multi-jurisdictional partners on topics to include, but not limited to ESF 5 (planning), ESF 7 (logistics), ice jams, lake flooding, mass gatherings, etc.
• Supervise the daily activities of the branch and perform all administrative supervisory duties as required.
• Perform other duties and special projects as required.
• Travel may be required, up to 20%.
Minimum Qualifications NON-COMPETITIVE
One year of permanent service as a Homeland Security Program Analyst 1; OR bachelor's degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
A master's degree may substitute for one year of the experience.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
