Duties Description Under the general direction of the Director of the Office of Telecommunications, the Deputy Director of the Office of Telecommunications is responsible for the administration and coordination of the work of the Office of Telecommunications. In addition, the duties of the position include, but are not limited to, the following:
• Directing and managing the monitoring of Federal Communications Commission and Federal Legislative actions that impact the regulation of telecommunications in New York and overseeing the necessary implementation of those actions in New York.
• Directing and managing the monitoring of State legislative actions that impact the work of the Department and the regulation of telecommunications and overseeing the necessary implementation of those actions.
• Coordinating staffing needs in the Public Policy and Carrier Operations sections with the Director.
• Making recommendations for changing regulatory policy to better align with the increased focus on broadband.
• Working with other State agencies to develop strategies for universal broadband access and affordability.
• Assisting the Director in making policy recommendations to both the Commission and the Executive Chamber.
• Representing the Director at Department management meetings and in meetings with utilities and other public agencies.
• Taking responsibility for a variety of ad hoc assignments initiated by the Director, Chair, or one of the Commissioners.
• Assisting the Director with the management of the Office.
• Assisting the Director in succession planning, including developing recommendations for additional staffing needs and recommendations for staff promotions.
• Fostering a culture of professionalism in all work.
• Applying first class interpersonal and communication skills and working collaboratively with Department Directors and Executive Staff.

Minimum Qualifications Bachelor’s degree and nine years of relevant progressively responsible experience* with engineering, government administration, law, program development, public policy, or business backgrounds, of which at least two years must be at a policy making level in the regulation or oversight of telecommunications, or similar business/industry, with specific experience developing policy. This experience must include at least four years in a managerial** capacity.
Preferred qualifications include strong oral and written communication skills; exceptional analytical skills; experience in project management; and proficient at leading teams and committees.

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

**Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employee supervisors, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resource actions, and participating in long-range planning for the program.

Remarks:
Salary will be commensurate with experience. The primary location for this position is Albany, NY with at least 10% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
