Duties Description The Health Program Administrator 2 (HPA2) will work in the Office of Health Services and Quality Analytics' (OHSQA) Center for Health Data Innovation. The Center for Health Data Innovation oversees several health data systems including the All-Payer Database (APD), the Statewide Planning and Research Cooperative System (SPARCS), the NYS Health Connector, HealthDataNY, and others.

The incumbent's primary charge will be to manage staff and programs for APD and SPARCS. This will include the release of appropriate data to internal stakeholders, researchers, or to federal funders as requested. To do this, the HPA2 will need to follow existing procedures, critically assess requests, and document progress. This position will also be required to coordinate with stakeholders, interact with requesters, and manage sub-contractors. Professionalism and interpersonal skills will be key.

As part of their regular duties the HPA2 may be called upon to formalize existing processes or to create guidance based on new projects. The creation of documentation must align with Department guidance and the regulations which govern the programs. Attention to detail and a strong writing background will be essential in these situations.

As needed, this position may also be called upon to participate in budgetary planning and recruitment efforts.

Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Strong interpersonal skills. Ability to manage competing priorities. Experience working with hospital discharge data or healthcare claims. An understanding of research and data protection principles. Experience with data analysis. Strong technical skills.

Additional Comments The Office of Health Services Quality and Analytics (OHSQA) complies with the New York State Department of Health's guidance regarding telecommuting. With approval, Department staff are able to telecommute up to 50% of their time per pay period. The other 50% of the time must be spent at OHSQA's office located in the Corning Tower in downtown Albany.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
