Duties Description Under the direction of the Contract Management Specialist 2, the Contract Management Specialist 1, will;
• Assist with tasks to fulfill the Minority- and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) program objectives for the Board, including:
o Establishment and monitoring of agency and contract-specific goals;
o Utilization of the MWBE New York State Contract System;
o Communication with the vendor community regarding the requirements and procedures of the program; and
o Preparation of required reports and plans with attention to adhering to deadlines.
• Attend meetings regarding MWBE and SDVOB matters as a Board representative.
• Assist with the facilitation and management of the procurement of goods and services on behalf of Board program units through all stages of the procurement process, including:
o Participate in discussions regarding the appropriate method for procuring desired goods and/or services;
o Assist with the development of documents required to advertise procurement opportunities, evaluate proposals, and award contracts through Requests for Proposals (RFP), Requests for Quotes (RFQ), Invitations for Bids (IFB), Sole/Single Source procurements, and other procurement methods as appropriate;
o Assist with bidder debriefings;
o Assist with the preparation and submission of contract documents to the NYS Office of the Attorney General and Office of the New York State Comptroller for review and execution, including a timely response to questions and issues that arise;
o Participate in meetings, or other correspondence, with agency program staff or external parties (i.e. Office of General Services, Vendors) in the course of completing a procurement; and
o Maintain accurate and complete records for procurement files and assist with preparation of the procurement record.
• Work in SFS on the creation of Purchasing Requisitions, creation of Contracts, and to track and report on spending if needed.
• Work with Board staff and/or vendors to address and resolve problems or issues related to current contracts, including coordination with Budget and Purchasing staff on spending.
• Perform other procurement-related duties, as assigned, to help ensure the Contracts Unit is efficiently and effectively procuring goods and services on behalf of the Board, in compliance with State Finance Law, NYS Procurement Guidelines and Agency policy, with a focus on maintaining good working relationships with WCB staff, vendors and control agencies.
• Keep current and knowledgeable with State Finance Law, NYS Procurement Guidelines and Agency policy and procedures by attending trainings and conferences and reviewing announcements and directives from NYS OSC and NYS OGS regarding procurement.
• Timely complete mandatory training courses.

Preferred Qualifications:
• Knowledge and experience with requirements of New York State Executive Law Article 15-A.
• Knowledge and experience with requirements of the Service-Disabled Veteran-Owned Business Act.
• Familiarity and experience working under NYS Finance Law and the Procurement Council Guidelines.
• Good oral and written communication skills.
• Ability to manage competing priorities and deadlines.
• Proficient in Microsoft Word and Excel.
• Ability to work collaboratively and to work well with supervisors and peers.

Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.

OR

Candidates must have one year of permanent competitive or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6, 70.1 OR 70.4 of the Civil Service law.
70.4 transfer candidates must have one year of permanent competitive service in a position allocated to a SG-12 or higher and possess a bachelor’s degree and have standing on the most recent PCO exam list.
