Duties Description • Work under the general direction of a Program Research Specialist 2 or other managerial official.
• Assist in the analysis, evaluation, and reporting for operating programs and projects.
• Responsible for the creation of studies and collection of data for published and internal agency statistics and records.
• Perform various tasks associated with data collection, manipulation, analysis, and evaluation.
• Prepare tables, graphs, fact sheets, and written reports summarizing statistical results using a variety of analytical tools.
• Participate in Department wide initiatives and projects as needed and report progress, issues, and risks to supervisors.
• Communicate, both orally and in writing, with a variety of individuals and groups including program research staff and management officials.
• Meet the Department's time and attendance rules.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Within a year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

This position may be filled as a two-year traineeship. Advanced placement in a traineeship is at the discretion of the hiring agency.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Program Research Specialist 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Program Research Specialist Trainee 2: A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data

Program Research Specialist Trainee 1: A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.

Substitution: A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
