Duties Description The Environmental Program Specialist 2 within the Division of Forest Protection will oversee the combined work of several program areas involving program administration. This person will oversee and provide technical direction and guidance to several Environmental Program Specialists 1 as well as other supervisors of equivalent grades and their subordinates.
The Environmental Program Specialist 2, along with other Division Branch Chiefs, reports to the Assistant Division Director.
The Environmental Program Specialist 2 oversees and develops short and long-term management plans and goals for the following program areas:
- Federal grant proposals and budgets as well as the disbursal of federal funds.
- Division Fiscal Management Plan, budget proposal, as well as the disbursal of department funds.
- Division quartermaster system including the purchasing, storage, disbursal, distribution and disposal of Division equipment.
- Division Administrative functions including all personnel actions and related matters.
- Serves as a liaison between other Divisions and the Federal Government relating to grant funds and applications.
- Prepares detailed annual reports on programs and recommends possible courses of action.
- Reviews and recommends training and, when necessary, develops and conducts training for program staff.
Minimum Qualifications Minimum Qualifications For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
