Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor, Education Programs position in the Office of Career and Technical Education (CTE). This office is responsible for middle and secondary-level career and technical education instructional activities, program approvals and monitoring, administration of the Perkins V Strengthening Career and Technical Education for the 21st Century Act, and civil rights reviews that ensure compliance with federal civil rights laws. Duties of this position include, but are not limited to, the following:
• Provide expert assistance to management in developing and implementing policy and legislative and regulatory proposals on a variety of topics, including career and technical education, learning standards, instruction, P-12 program requirements, and diploma requirements;
• Provide leadership and supervision of staff responsible for providing technical assistance to and monitoring of NYSED-approved CTE programs and Perkins recipients;
• Ensure consistent application of regulations and office practices to carry out program approvals that adhere to common understandings for content rigor and intensity;
• Develop and refine office procedures for grant administration, including grant application reviews and protocols for federally required monitoring;
• Collaborate with other NYSED program offices and identify interdependencies impacting workflow and accuracy;
• Oversee work done with the Office of Information and Reporting Services to ensure data reliability and communication of measurement definitions required by Perkins legislation;
• Assist the Director of Career Readiness and Workforce Partnerships and the Director of the CTE Technical Assistance Center (CTE TAC) in addressing priorities and goals established through the RFP process and subsequent contract;
• Provide updates and input to the Assistant Commissioner for Standards and Instructional Programs; attend managers meetings; develop briefing memos for state and federal representatives in response to proposed legislation; give NYSED updates at professional organization meetings; and present at Regents meetings;
• Assist Office of CTE staff in the development of content appropriate for the website and improve cross-content consistency in register, terminology, and quality;
• Develop position descriptions, interview questions, and performance plans for new employees; determine candidates to be interviewed; direct interviewing process; train and supervise new employees; and establish work documentation procedures;
• Marshal resources to comply with audits, interrogatories stemming from lawsuits, or OCTAE/OSC monitoring visits. Enlist staff to carry out documentation needed to fulfill requests; and
• Other duties as assigned by supervisor.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor, Education Programs.
Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

PREFERED QUALIFICATIONS:
A master’s degree AND New York State permanent or professional certification in K-12 Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, or Technology Education OR 7-12 CTE certification AND four years of full-time classroom teaching experience in Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, Health Sciences Education, Technology Education, and/or Trade and Technical Education.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
