Duties Description STANDARD DUTIES:
The Assistant Director of Financial Administration 4 will assist the Director of Financial Administration 6 in providing direction and coordination of all fiscal activities, evaluating the overall effectiveness of the Department’s fiscal operations. The incumbent will be responsible for:
• Leading and participating in the development, revision and implementation of fiscal policies, programs and procedures across the Department.
• Collaborate with the Leadership Development Office to manage organizational changes related to program policies, staffing, or funding shifts to minimize negative effects on employees and the agency.
• Overseeing the preparation, development, execution, and ongoing management of the annual budget, including reviewing program area budget requests, monitoring expenditures, forecasting future revenue and costs, and analyzing fiscal data.
• Analyzing agency policy directives, federal and state proposals, contracts, litigation, audit responses to assess and advise of potential fiscal implications.
• Directing the analysis of spending trends utilizing multiple reporting resources, comparing actual to projected expenditures, and accounting for expected and unexpected discrepancies.
• Optimize and standardize financial processes while integrating technological solutions.
• Promote organizational adaption to new or modified programs, technologies, or funding levels.
• Supervising staff in the development, review and preparation of contracts, procurements and related documents, ensuring compliance with laws and regulations.
• Managing the overall operation of various offices within the Administrative Finance Bureau.
• Overseeing complex programs that involve the full range of budgeting and financial management activities, characterized by multiple funding sources and a diverse range of program locations.
• Leading the development of fiscal analyses, cost projections and spending plans to inform decision making.
• Representing the Department in meetings with the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures.

• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Self-Motivated, comfortable working in a fast-paced environment
• Excellent technical skills in all areas of public budgeting, financial management and federal budgeting.
• Strong communication and writing skills are required, including collaborating and communicating with executive-level management, Department team members and outside agencies.
• Dedicated, hardworking, motivated and well organized
• Ability to establish job priorities and oversee assignments to timely completion
• Must have strong attention to detail and be able to multi-task

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service at the M-2/SG27 or higher level in a financial management, accounting, contract management, or budgeting position. If 3 or fewer qualified Department of Labor employees at the M-2/SG27 or higher level in a financial management, accounting, contract management, or budgeting position title respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 TRANSFER QUALIFICATIONS:
Candidates with one year of permanent, contingent permanent or 55 b/c service in a title equated to M-3/G-29 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.
Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.
