Duties Description Duties Description:

The New York State Department of Transportation is seeking a dedicated and experienced Public Information Specialist 2 to join our dynamic team within our Office of Communications in Albany. As a Public Information Specialist 2, you will be responsible for developing and implementing compelling and comprehensive communication strategies to effectively engage the public and disseminate important information related to transportation initiatives, projects, and policies. Duties include but are not limited to:

• Coordinate with public information officers from across the state and various departments in the main office and across 11 NYSDOT regions on a variety of communications strategies.
• Manage a variety of internal and external communications mechanisms including the monthly newsletter and internal NYSDOT website.
• Work on multimedia communications campaigns collaboratively with the Communications team and departments throughout the agency, tailoring messaging for both internal and external audiences.
• Proficiently refine engineering language and turn it into language easily understood by the general public.
• Strategic planning with Director of Marketing on internal and external communications content needs through social media platforms, advertising platforms and internal channels
• Collaborate with internal departments and external partners to ensure consistent messaging and accurate information dissemination
• Manage and create content for NYSDOT digital platforms by contributing to various department social media accounts, creating and posting real-time up to date content for: NYSDOT news, initiatives, events, public messages, incidents impacting roadways, bridges and various DOT infrastructure and facilities and during emergency situations
• Prepare and deliver presentations to diverse audiences, including government officials, community leaders, and the general public


Preferred experience:
• Excellent written and verbal communication skills, with the ability to tailor messages to different audiences
• Proficiency in digital communications tools, including social media platforms and content management systems
• Ability to work efficiently under tight deadlines and manage multiple projects simultaneously
• Strong interpersonal skills with the ability to establish and maintain effective relationships with stakeholders at all levels
• Knowledge of transportation policies, regulations, and initiatives is a plus

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). *

To be considered through NYHELPS, candidates must meet the minimum qualifications for this position, The qualifications are:

Either 1. a bachelor’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND three years of experience in public or governmental relations, and/or in writing or producing content for various media;

Or 2. a master’s or higher degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND two years of experience in public or governmental relations, and/or in writing or producing content for various media;

Or 3. seven years of the experience described above.

Non-qualifying degrees: Examples of non-qualifying degrees include political science, theater, sports science, and education.

Non-qualifying experience: Experience limited to blogs, personal business, or personal webpage/website, will not be considered qualifying.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
