Duties Description The Program Operations Specialist 2 will work with the Bureau of Assessment Oversight and Coordination (BAOC), Training, Data Reporting, and Contract Management Unit.
The Program Operations Specialist 2 will function as a mid-level manager within the unit and will be responsible for supporting processes necessary for the implementation of the state approved functional needs assessment tools in a consistent and comprehensive manner. The Program Operations Specialist 2 will assist in performing a wide variety of tasks to maintain efficient workflow with the BAOC Operations across the state. This position will be an essential role to the Bureau's mission of creating and conducting trainings for both internal and stakeholder audiences, developing reporting and data monitoring processes regarding assessment completion rates, and providing critical oversight to one of the agency's largest contract vendors that supports assessment functions.
The Program Operations Specialist 2 will report to the BAOC Assistant Director and will be responsible for, but not limited to, the following duties:
• Support the development and implementation of training materials for both BAOC assessment operations, quality assurance team, OPWDD and other external stakeholders including, but not limited to, people, families, and providers.
• Provide subject matter expert review of communications, informational and website updates.
• Guide the bureau team in the utilization of multiple systems to acquire, organize, and interpret data for evolving reporting needs regarding assessment completion rates and vendor performance metrics.
• Compile and analyze assessment and QA data for routine reporting to leadership.
• Provide oversight of the bureau's shared mailbox for CAS/CANS NY priority assessment requests.
• Support management of case assignments for both routine and priority case assignments.
• Support oversight of all contract vendor activities, including but not limited to, contract management and monthly performance reporting, monitoring and reporting of deliverables, verifying invoices that are submitted for payment, and mitigating vendor inquires.
• Assist with the development and continued implementation of both assessment and quality assurance programs.
• Coordinate and conduct public presentations with stakeholders.
• Support IT development and the evolution/enhancement of existing IT systems.
• Provide general support to bureau leadership and OPWDD as a subject matter expert.

Minimum Qualifications Eligible List: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Reassignment: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 2. If you have less than one year, you must be currently reachable on the eligible list.
Provisional: The Civil Service promotional examination for this title will be held on September 20, 2025. To be eligible for provisional appointment, candidates must have one year of permanent competitive, non-competitive (NY HELPS) or 55-b/55-c service as a Program Operations Specialist 1, or Developmental Disabilities Program Specialist 1, Licensed Master Social Worker, Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), or Utilization Review Coordinator. If you are appointed provisionally, you must take the Civil Service examination for this title on September 20, 2025, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
PREFERRED QUALIFICATIONS:
The ideal candidate will possess experience working with the Coordinated Assessment System and/or the Child and Adolescent Needs and Strengths assessment tools, quality assurance, surveying or quality management activities, developing and managing vendor contracts and scope of work, overseeing contract operations, reconciling monthly billing and deliverables, overseeing IT system enhancements, project management and coordinating multiple stakeholders, vendors, and subject matter experts, for large collaborative work initiatives.
