Duties Description Under the direction of the Associate Director Human Resources 2 the Payroll Assistant will assist with entry and processing of payroll and on-boarding transactions using various NYS and OAG payroll and personnel systems.
Specific duties include, but are not limited to, the following:
• Assist with various payroll transaction entry in HRIS, Payserv and NYSTEP in an accurate and timely manner.
• Enter job and employee data into PayServ, NYSTEP and HRIS for interns.
• Process hourly time payment entry for interns on a biweekly basis.
• Process direct deposit and tax withholding forms.
• Assist with new intern onboarding which includes the review of collected documentation.
• Create intern profiles in myOAG and LATS.
• Provide W-2’s, copies of check advice, and earning records to employees as requested.
• Resolve payroll audit problems as requested by Office of the State Comptroller and/or Civil Service.
• Assist with new temp and consultant onboarding which includes the review of collected documentation and entry into HRIS.
• Respond to various communications (phone, e-mail, and letters) from employees and managers concerning general payroll topics and specific personal status issues and inquiries.
• Complete employment verification requests, PSLF forms, and issue employment verification memos as needed.
• File payroll and employment verification documents.
• Serve as backup when necessary to other payroll personnel.
• Assist with special projects as needed.
Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).?
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE QUALIFICATIONS:
Payroll Assistant 1 (CSEA SG 09, current starting salary $42,641, job rate $52,413):
One year experience of payroll experience, which included computing time worked, salaries, and deductions.

55 B/C: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above.
COMPETITIVE QUALIFICATIONS:
Eligible for a lateral transfer or eligible for transfer under Section 70.1 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
