Duties Description This position will be filled within the Office of Sustainability.

The position will be responsible to participate in NYSDOT’s Climate Leadership and Community Protection Act Policy and Sustainability Policy implementation through the development, management and support of statewide programs that include engineering (e.g. low embodied carbon transportation materials and clean transportation technologies) and operational (e.g., waste diversion and green purchasing) programs developed to promote agency actions to achieve Department and statewide sustainability and decarbonization goals.

General duties may include, but are not limited to, the following:

• Develop agency policies, procedures, and training material to advance a broad portfolio of sustainability focus areas including green purchasing; transitioning fleet vehicles to zero emission technologies and the associated fueling infrastructure; identifying building facility energy efficiency upgrades; scoping renewable energy generation; toxics use reduction; and low impact development.
• Manage clean transportation and sustainability program implementation through activities including, but not limited to:
o Coordinate with consultants
o Identify funding resources
o Participate in studies
o Develop plans and measure performance outcomes
• Develop internal and external educational material and guidance to communicate agency actions to achieve Department and statewide sustainability and decarbonization goals.
• Participate as a member of statewide sustainability working groups.
• Lead or participate in various cross-divisional agency staff teams to support agency operational sustainability plan implementation and the development and delivery of statewide clean transportation programs.
• Attend hearings, conferences, and meetings and makes speeches and presentations about transportation studies and issues.
• Utilize various technologies, computer databases, systems and other applications for the timely input, collection, and analysis of data to assess performance, generate reports, and inform plans and future decision making.
• Direct the development, implementation, and maintenance of data inventory, collection, and analysis systems, including supporting documentation, based on user needs.
• Coordinate and report on statewide trends to ensure that desired goals and targets are being achieved.
• Lead the development and review of revisions to agency and statewide policies, forms, procedures, plans, technologies and applications to align with agency climate and sustainability policy.
• Supervise and train subordinate staff by assigning work to subordinates; review work in progress and on completion for adherence to objectives, policy, and guidelines; resolve problems of subordinates’ work and reassign for further analysis if alternatives or problems develop which were not anticipated; and ensure that findings, recommendations, and methodology are documented.
• May perform any of the duties of Transportation Analyst as needed.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
