Duties Description The Children and Family Services Specialist II reports to the Director of the Performance Review and Contracts Unit (PRU), supervises Children and Family Services Specialist 1 (CFSS 1) staff, ensures the complete implementation of the unit goals and projects, maintains continuous oversight of Office of Community Partnerships and Family Engagement (OCPFE) Community Multi-Services Offices (CMSO) practice as directed by Office of Children and Family Services (OCFS) leadership, performs CMSO site visits, manages OCPFE related contracts and has working knowledge of JJIS, SFS and CMS as well as Word, Excel, PowerPoint and Abobe Pro.
The incumbent will be responsible for performing the following duties:
• Contract oversight and follow up with providers to ensure services are being delivered as intended and as outlined in contract language. Communicates with the OCFS Bureau of Contract Mgmt. (BCM) to review Requests for Proposals and construction of awarded contracts.
• Provide technical supervision, consultation, and support to CFSS 1 staff.
• Ensures CFSS 1 maintains a list of OCPFE related Workload Management (WLM) requests submitted to ITS and the dissemination of WLM changes in JJIS to the CMSOs, as needed.
• Ensures CFSS 1 reviews Reportable Incident Reports (RIR), for community and voluntary agencies, daily to foster clear and concise CMSO practice and communication related to these critical reporting instruments.
• Ensures CFSS 1 monitors RIRs for information gaps, inconsistencies and lack of information and that all JJIS entries related to RIRs are correct and timely.
• Prepare written correspondence, policy directives and reports.
• Support the review of OCFS CMSO staff adherence to policy and practices.
• Analyze, develop, maintain, and update documentation related to Task and Standards as required.
• Participates in Special Assignments as directed by the Bureau Director or Associate Commissioner for Community Partnerships.
Minimum Qualifications Transfer Qualifications: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
