Duties Description The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is recruiting to fill an Associate Director Human Resources 1, M-1 position in the Benefits, Payroll and Transactions Unit. Reporting to an Associate Director of Human Resources 2, M-2, the incumbent will supervise and direct Human Resources Specialists and Payroll Examiners who perform the full range of benefits, payroll and transactions in accordance with the applicable laws, rules, and regulations. Additionally, the incumbent will assist in providing analysis, development, implementation, monitoring, and evaluation of personnel policies and procedures.
Specific duties to be performed may include, but are not limited to:
• Assist in planning and evaluating the human resource program.
• Manage and direct the activities of staff responsible for the submission, corrections and monitoring of transactions in the Human Resources Information System (HRIS) to process personnel transactions; ensuring agency transaction deadline cutoffs are met for HRIS, NYSTEP and PAYSERV; and monitoring metrics reporting of transactions processed through HRIS, NYSTEP and PAYSERV are completed in a timely and accurate manner.
• Supervise staff in the administration of employee services and transactions; including benefits administration, time and attendance, transactions related to leave administration including workers’ compensation, sick leave and FMLA, and overseeing the attendance and leave services that were transitioned to the Business Services Center (BSC).
• Assign and review work and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff.
Minimum Qualifications Minimum Qualifications:
52.6 Transfer Qualifications:
At least one year of permanent competitive or 55-b/c service as a Grade 23 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Provisional Qualifications:
In the absence of an eligible list, a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2.
The appointed candidate would have to be reachable on the next holding of the examination to be appointed permanently.
52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation of our intention to potentially conduct a non-competitive promotion examination for the position of Associate Director Human Resources 1, M-1, at the Office of Parks, Recreation and Historic Preservation, Main Office in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2, SG-23. If there are no more than three (3) qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees who respond to this posting, Civil Service may approve the permanent appointment of one (1) of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
