Duties Description The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is recruiting to fill an Associate Director Human Resources 1, M-1 position in the Classification and Staffing Unit. Reporting to an Associate Director of Human Resources 2, M-2, the incumbent will supervise and direct Human Resources Specialists who perform the full range of complete classification, staffing, recruitment, examination planning activities, and succession planning in accordance with the applicable laws, rules, and regulations. Additionally, the incumbent will assist in providing analysis, development, implementation, monitoring, and evaluation of personnel policies and procedures that ensure adequate staffing for Regions and Main Office program areas. Specific duties to be performed may include but are not limited to:
• Assist in planning and evaluating the human resource program.
• Provide direction and coordination for the recruitment program of core agency titles including overseeing the identification of program staffing needs against the agency’s available resources and reviewing proposed legislation, program initiatives.
• Supervise and coordinate the classification plan.
• Assist with the development of the examination program and participate in the interactions with the Department of Civil Service related to examination development and eligible list production.
• Supervise subordinate staff. Assign and review work and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff.

Minimum Qualifications Minimum Qualifications:

52.6 Transfer Qualifications:

At least one year of permanent competitive or 55-b/c service as a Grade 23 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Subsequent 55-b/c Qualifications:

A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Provisional Qualifications:

In the absence of an eligible list, a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2.

The appointed candidate would have to be reachable on the next holding of the examination to be appointed permanently.


52.7 Non-Competitive Promotion (NCP) Qualifications:

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation of our intention to potentially conduct a non-competitive promotion examination for the position of Associate Director Human Resources 1, M-1, at the Office of Parks, Recreation and Historic Preservation, Main Office in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2, SG-23. If there are no more than three (3) qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees who respond to this posting, Civil Service may approve the permanent appointment of one (1) of the qualified employees without further examination.
