Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the IES Lead Architect, the Data Analytics Specialist will be assigned to the Office of Information Technology Services’ (ITS) Integrated Eligibility System (IES) and will direct the creation and evolution of the master data architecture. The incumbent will be responsible for the oversight of data transformation to support conversion and cleanup for IES, ensuring that IT solutions align with the enterprise architecture and meet business needs, and will collaborate with other IES technical, functional, and project management staff technical stakeholders at ITS, DOH, and SSDs to guide technical data decisions across IES.
Duties include, but are not limited to, the following:
• Lead efforts in identification and analysis of master data requirements to drive data models and data structures.
• Provide technical guidance for development of logical and physical database.
• Identify business rules that govern how data is transformed, integrated and used.
• Collaborate with IES Technical Architect to develop data management strategies.
• Collaborate with ITS Chief Technology Office (CTO) to align with enterprise standards.
• Confer with internal and external partners ensuring technology decisions and data designs align with overall stewardship model.
• Drive continuous improvement in data management solution architecture processes and practices.
• Participate in technical discussions with state, local and vendor implementation teams and on the delivery of MDM, IAM, cleanup, and conversion proofs of concept.

Minimum Qualifications Minimum Qualifications
(8) Eight years in IT and business/industry experience providing architectural design, development, and deployment of complex software systems including data architecture, design and modeling, with three years of experience working in multiple, large, cross-functional teams or projects, and including senior level management and key stakeholders.
The following degrees may substitute for the general experience as indicated:

• Associate’s degree and seven years of experience.
• Bachelor’s degree and six years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience above the Bachelor’s.

Preferred Qualifications
• Demonstrated experience in data architecture and designs across multiple IT functional areas.
• Experience working on highly complex projects that require in­ depth knowledge across multiple disparate data sets.
• Knowledge and experience with master data management standards as it relates to metadata, cleansing, and data quality standards.
• Experience with master/reference data source identification, master data acquisition, metadata master hub management, integration, and access.
• Demonstrates working knowledge of Enterprise Architecture documentation of various business process and modeling to build data flow diagrams, process models, ER diagrams, dimensional data models, and event modeling.
