Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Aide, G-13, position in the Division of Forensic Services (DFS), Bureau of Sex Offender Evaluation and Community Treatment / Strict and Intensive Supervision Treatment Unit (SIST). The SIST Unit was created to manage OMH’s statutory obligations under MHL Article 10. Specifically, the SIST Unit conducts court ordered investigations regarding the suitability of SIST for clients, establishes community treatment plans and secures needed services, and oversees the holistic management and treatment of individuals court ordered to the community under SIST. Most of the work and deadlines for the unit are generated by the courts and the tasks are directly tied to public safety.
The Program Aide will provide para-professional administrative support to the SIST Director, SIST Assistant Director and SIST Compliance Liaisons. The incumbent will oversee the monitoring, processing, and distribution of all legal SIST documents/court orders and will schedule and coordinate immediate psychiatric evaluations for those SIST clients who have violated their SIST conditions, as required by MHL Article 10. The Program Aide will also oversee all of the SIST treatment provider invoices to ensure that all invoices are received, providers are billing OMH appropriately, and that the provider is up-to-date with any reports and/or assessments on those individuals who have been released to the community prior to the provider being paid. Relatedly, the Program Aide will oversee the SIST budget, ensuring that invoices are within spending plan allocations and fiscal projections are prepared annually. The incumbent will also be responsible for securing transportation for SIST clients as well as paying for and reconciling all transportation costs for mandated sex offender treatment for indigent SIST clients.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent service as a Program Aide, Grade 13, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 13 level.
Additional Comments The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.
