Duties Description This position resides within the Division of Operations’ Bureau of Planning & Facilities Management and would be part of the team responsible for oversight of the Americans with Disabilities Act (ADA)/Architectural Barriers Act (ABA) requirements at Division of Operations facilities including office buildings, field headquarters, campgrounds, and day use areas. Duties will include, but are not limited to, the following:

• Oversee (ADA)/(ABA) requirements at Division of Operations facilities including office buildings, field headquarters, campgrounds, and day use areas.

• Conduct inventories of existing facilities, make recommendations and prioritize Accessibility improvements,

• Draft plans for new facility improvements to ensure compliance with Accessibility requirements,

• Provide information to the public on the availability of Accessible features at facilities.

• Field questions from Regional staff and the public on the Division’s obligations regarding Accessibility/Sustainability issues.

• Facilitate the Division of Operations sustainability work as required by CP-75 with the Director of Sustainability and the Regional Sustainability Coordinators.

The ideal candidate will possess the following:

• Firm understanding of both ADA/ABA legislation, and the state obligation under each.

• Familiarity with land use management planning concepts and principles.

• Experience in natural resource management, NYS Forest Preserve, recreation, and facilities maintenance.

• Proficiency in computer systems, especially Geographic Information Systems (GIS), along with strong writing and communication skills.

• Ability to work independently and demonstrate initiative in both the field and office setting.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Minimum Qualifications:

A bachelor's or higher degree in coastal resources management, conservation biology, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, natural resources management, natural resources planning, or urban forestry.

For appointment directly to Trainee 2 level you must also have: Either 1. One year of professional experience *; OR 2. A master's or higher degree in one of the fields listed above.

For appointment directly to Full Performance Level you must also have: Either 1. Two years of professional experience*; OR 2. A master's or higher degree in in one of the fields listed above AND one year of professional experience*.

*Professional experience must be performing the duties of the full performance level position.

Candidates may also be appointed via the following:

Reassignment - Currently in the title and an employee of DEC.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications above;
Or

Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Program Specialist 1 or Forester 1.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
