Duties Description The Community Correction Representative 2 will support the functions of the Office of Probation and Correctional Alternatives’ Training Unit. Duties will include, but are not limited to:

• Coordinate the delivery of the Fundamentals of Probation Practice (FPP) curriculum in Albany and support the delivery in locations across New York State
• Facilitate and develop curriculum as needed in relation to FPP and other courses
• Instruct in the Fundamentals curriculum as needed
• Focus on the establishment of new FPP curriculum, the Basic Course for Peace Officers (BCPO) course, and other topical training opportunities where needed.
• Coordinate and attend quality assurance/technical assistance site visits at FPP sites
• Oversee the application process for the FPP Academies and the delivery of training materials to sites
• Attend and help facilitate the training committee meetings on a quarterly basis
• Attend and help facilitate the NYS Probation Academy Directors quarterly meetings and assist in coordinating annual forums
• Complete any assigned Critical Incident Reviews
• Assist in the planning and execution of the OPCA Training Unit’s Annual Training Plan
• Complete other duties as necessary
• Approximately 30% travel is required.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23:

Either 1. a bachelor's degree AND three years of professional experience at the federal, state, or local level in a probation agency, parole agency, adult correctional facility, or alternatives to incarceration program. One year of this experience MUST include either:

A.
management of specialized populations (i.e., mental health, substance abuse, DWI, sex offender, interstate compact, or domestic violence), program analysis, planning, development, monitoring, evaluation, research, curricula development, delivery of training, or evidence-based client intervention;

OR

B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.*

OR 2. a Juris Doctorate or master's degree in criminal justice, psychology, public administration, social work, or sociology AND two years of the qualifying experience as described in #1. One year of this experience MUST include either:

A.
management of specialized populations (i.e., mental health, substance abuse, DWI, sex offender, interstate compact, or domestic violence), program analysis, planning, development, monitoring, evaluation, research, curricula development, delivery of training, or evidence-based client intervention;

OR

B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.*

OR 3. a doctoral degree in criminal justice, psychology, public administration, social work, or sociology AND one years of the qualifying experience as described in #1. One year of this experience MUST include either:

A.
• management of specialized populations (i.e., mental health, substance abuse, DWI, sex offender, interstate compact, or domestic violence), program analysis, planning, development, monitoring, evaluation, research, curricula development, delivery of training, or evidence-based client intervention;

OR

B.
supervising professional probation staff, parole staff, corrections counseling staff, or case management staff.*

*Examples of non-qualifying experience include: teachers; direct care aides or supervising direct care aides in the direct care of inmates/residents; correction officers, youth detention officers, or supervising correction officers or youth detention officers; and non-professional staff or supervising non-professional staff in a qualifying setting.


NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23: Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.

PROVISIONAL MINIMUM QUALIFICATIONS:

Community Correction Representative 2, SG-23: One year of permanent or contingent-permanent service in the Community Correction Representative 1, SG-18 title.


52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:

Community Correction Representative 2, SG-23: To be eligible for NCP, candidates must be in the Division of Criminal Justice Services promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service in Community Correction Representative 1, SG-18 title. If 3 or fewer candidates in the qualifying title respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates to the Community Corrections Representative 2 position without further examination.

Additional Comments Approximately 30% travel is required.
