Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Chief Executive Officer, the Information Technology Architect 3 (Data) will provide strategic leadership within an assigned Office of Information Technology division. The position will directly supervise a team composed of Information Technology Architect (Data) 1’s and 2’s. Leading the division's Data Architecture projects, the position will drive NYS agencies’ innovation and growth, ensuring their data is managed efficiently and securely. The Information Technology Architect 3 (Data) will work closely with stakeholders to design data management frameworks, ensure data security and compliance, implement data management processes, and build data models and strategies. The position will improve NYS agencies’ data architecture models, reviewing and analyzing NYS’ data infrastructure, planning future databases, and implementing solutions to store and manage data for agencies and their users. The incumbent will make database technology decisions, supervise the implementation of database designs, and develop high-performance data architects.
Duties include, but are not limited to, the following:
Strategic Leadership:
• Serve as the Chair of the NYS ITS Data Architecture Board (DAB), guiding data and solution architects from client agencies of ITS.
• Lead the development and management of the Data Architecture program, working with a team dedicated to state-wide initiatives.
• Formulate and implement statewide data management technology policies and standards.
• Oversee the creation and enforcement of data architecture standards and procedures.
Operational Excellence:
• Conduct strategic data management information technology evaluations and manage proof-of-concept projects.
• Offer strategic data management information technology guidance to the division and client agencies within ITS.
• Collaborate and oversee the ITS data architecture modeling suite, ensuring seamless integration with the ITS Service Management System, as needed.
Governance and Compliance:
• Oversee subordinate Data Architects’ review, assessment, and tracking of data management technology exception requests. Delegate assignments to the subordinate Data Architects.
• Oversee the maintenance of the Data Architecture Manual and the ITS Technology Service Catalog.
• Ensure compliance with relevant and applicable data protection regulations and industry standards.
Advisory and Support:
• Analyze plan to procure (PTP) requests, providing assessment, guidance, and recommendations.
• Administer the Desktop Software Lifecycle Registry and the Application Inventory.
• Support business solution, data architects, and service owners in Business Application Solutions, Infrastructure, and the Shared Platform Services with mentoring and guidance.
• Perform the full range of supervisory duties.
Strategic Development:
• Collaborate across ITS Divisions and Bureaus to maintain and evolve data information technology roadmaps.
• Establish and uphold data management information technology standards that drive consistency in innovation.
• Work with operational teams to develop business metrics that support and enhance New York State's data management and strategic initiative alignment.
• Provide technical recommendations throughout the solution/data architecture lifecycle.
Minimum Qualifications EMPLOYMENT:
• Nine (9) years of broad information technology experience, demonstrating a comprehensive understanding of software engineering, data engineering, database administration or other data-related specialty and its application within large-scale organizations.
• Six (6) years of specialized experience in data management solution
architecture, database design, software development, modeling, or warehousing.
• Three (3) years of supervisory-level OR one (1) year of managerial-level experience, leading and developing data architecture programs.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, software engineering, information technology or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, software engineering, information technology, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, software engineering, information technology, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
• Preference for candidates holding relevant data management-industry certification, including but not limited to Arcitura Certified Big Data Architect, Certified Data Management Professional (CDMP), and IBM Certified Data Architect - Big Data.
• Strong familiarity via hands-on experience with a wide range of data-related technologies, including SQL/NoSQL databases, ETL/ELT tools, data modeling tools, and others.
• Strong leadership skills with experience in mentoring and developing teams of data management technology professionals.
• Excellent analytical, strategic planning, and execution skills.
• Proven experience in fostering innovation and driving data management technological advancement in alignment with business goals.
• Experience in collaborating across multiple organizational levels and departments to drive consensus and deliver results.
• Exceptional communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.
• Knowledge of integrating security, compliance, and regulatory standards into data management architectures.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.
