Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of a Manager of Information Technology Services 2, within Sector D dedicated team, the position will act as Project Coordinator for the DMV Adjudication, ticketing, and safety hearing scheduling system (STASH) project, duties will include but won’t limited to the following:

• Lead a diverse project team to deliver the STASH product within the needed timeline
• Provide guidance to junior developers on application architecture and software patterns and framework decisions.
• Create technical documentation including architecture diagrams and code comments based on industry standards.
• Actively adapting to changing technology needs and frameworks to best serve the technical and business needs of the organization.
• Collaborate with business analysts to translate requirements into system designs which meet business objectives, adapting more efficient processes where possible.
• Leverage the Secure Software Development Life Cycle (SSDLC) for all activities.
• Ensure application development aligns with ITS policies.
• Leverage best practices, patterns, and standards for development of new and existing systems.
• Create accurate time estimates for the completion of technical documentation, programming, code reviews, unit test creation, and execution tasks.
• Oversee project development to ensure business requirements are met and delivered in a timely manner.
• Work with other support teams as needed to ensure application health including patching, monitoring, and upgrades as appropriate.
• Work with Release Management to create deployment packages for application upgrades.
• Assist in the coordination of application migrations.
• Assist with system integration, load, and performance test planning and validation efforts.
• Assist in the completion of system integration tests and remediation of issues as needed.
• Assist with the creation and maintenance of functional documentation.
• Mentoring staff in the creation of accurate estimates for application development tasks.
• Guide staff in effective decision making and problem solving techniques.
• Report project updates and critical issues to management.
• Create a product management structure to ensure operational support of the product moving forward.
• Perform full range of supervisory duties.



Minimum Qualifications Seven years of experience in Application Development using languages like C#, C++, .NET, .NET Core, JaveScript, Visual Basic, or Java, including one year of supervisory experience

The following degrees may substitute for the general experience as indicated:

-A Bachelor’s degree in a related field and four years of experience.
-Master’s degree in computer science or related field substitutes for an additional year of experience.
-Doctorate in a related field substitutes for an additional two years of experience beyond a Bachelor’s degree.

Preferred Qualifications:
• Experience with Databases such as Microsoft SQL Server, Oracle, MySQL, or DB2
• Experience in working in projects with NYS or NYC government and/or Department of Motor Vehicle Programs.
• Experience with waterfall or agile software development lifecycles, code management applications utilizing GIT or Azure DevOps
• Excellent written and verbal communication skills
