Duties Description This position is located within the Bureau of Executive, Division of Retirement Services and is responsible for:
• Oversee and manage the NYSLRS Project Management Team (PMT) and multiple Project Portfolios.
o Oversee a team of project managers including both state and contractor staff.
o Collaborate with OSC PgMO office to align project framework and methodologies.
o Oversee and facilitate the NYSLRS Division Governance Board and supporting processes.
o Collaborate with Division Bureau Directors to ensure PMT performance and standards align with and support the strategic goals of the Bureaus.
o Provide oversight and guidance on projects.
o Act as an escalation path for any issues; assist in resolving project issues and determining remediation.
o Oversee review and revision of status reports monthly.
o Assist project teams in the successful accomplishment of projects using OSC Project Management principles and methodologies.
o Actively analyze and manage interdependencies between integration of project plans and processes.
o Develop and implement advanced metrics to evaluate progress towards meeting project and project management objectives.
o Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.
o Keep abreast of developments in the Project Management Institute (PMI) and Project Management Book of Knowledge (PMBOK).
o Perform project management activities for small or medium scope projects, from origination through closeout following industry best practices.
o Use pre-existing project management plans and documents to coordinate and support the activities of a project. Develop work products based on the project sizing guidelines.
o Participate in reviewing project proposals or plans to define scope statements; determine project start and end dates and establish critical milestones within the project schedule; record quality metrics concerning the project and product performance; compile project reports.
o Implement all aspects of the project including scope, cost, quality, vendor management, human resources, communications, organizational change management, training, contingency planning, development, and integration.
o Perform risk planning and analysis. Develop and implement formal risk mitigation plans.
o Identify and resolve issues with project team and escalate appropriately.
o Initiate, record, assess, approve, and resolve project changes in a controlled manner.
o Provide regular status reports, highlighting accomplishments, plans, risks, and issues to project team members and senior management.
o Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met, and lead or facilitate project meetings.
o Oversee the development of requests for proposals (RFP).
o Assist a higher-level Project Manager or program area manager on more complex projects.

• Direct Supervision
o Assist staff with developing and understanding performance expectations and goals.
o Assist with setting training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
o Provide coaching, mentoring, and guidance around project management and facilitation skills.
o Provide guidance and direction in Project Manager 3s development and supervision of their Project Manager 2 staff.
o Ensure that Project Managers are aware of and adhere to the organization’s policies and procedures.
o Manage staff head count with interviewing, hiring, onboarding, and separating staff.
o Manage/allocate staff workload and identify priorities and assign work as necessary.
o Inform staff of and where they can find the organization’s policies and procedures.
o Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
o Provide real-time feedback on staff performance.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

52.6 Transfer:
For 52.6 transfer to Project Manager 4, SG-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as a Project Manager 3, SG-25 (formerly Project Manager 2, SG-25).

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
