Duties Description This position is located within the Bureau of Executive, Division of Retirement Services and is responsible for:
• Under the direction of the Project Manager 4, the Project Manager 3 is responsible for, but not limited to, the following duties:
o Manage a Project Portfolio for multiple projects supporting the NYSLRS Bureaus.
o Facilitate and lead Bureau Portfolio Review Boards that prioritize work efforts and provide direction for the NYSLRS operational support bureaus.
o Prepare reports and project updates for Division Governance Board meetings and OSC Executive Leadership.
o Coordinate with Bureau Directors to verify staffing plans and resources.
o Manage a team of project managers including both state and contractor staff.
o Lead project teams to ensure that all assigned projects are delivered on time, in scope, and within budget.
o Act as escalation path for any issues; assist in resolving project issues and determine remediation.
o Recommend and implement process improvement opportunities for the project team and overall projects.
o Utilize industry best practices, techniques, and standards throughout the entire project life cycle.
o Actively analyze and manage interdependencies between integration of project plans and processes.
o Direct and manage the work defined in the project management plans.
o Track, review, update, and report progress of the project objectives.
o Review change requests, approve/reject change requests, manage the impact of change requests, and communicate decisions.
o Define scope including identifying and clarifying the business need, define project goals, identify what is in and what is out of scope, critical success factors, project constraints, and key deliverables.
o Develop a project schedule using MS Project including defining tasks, identifying dependencies, assign resources, estimate effort, identify critical path, and control schedule.
o Create a plan for cost management and control costs.
o Manage communications to ensure that everyone involved and interested in the project is kept informed.
o Perform risk management throughout the project lifecycle to minimize impact to the project and escalate to management as appropriate.
o Review deliverables, document project closure, transition to operations, and archive project records for use on future projects.
o Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.
o Keep abreast of developments in the Project Management Institute (PMI) and Project Management Book of Knowledge (PMBOK).

• Direct Supervision
o Supervision of Project Manager 2.
o Assist staff with developing and understanding performance expectations and goals.
o Assist with setting training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
o Provide coaching, mentoring, and guidance around project management and facilitation skills.
o Provide guidance and direction in Project Manager 3’s development and supervision of their Project Manager 2 staff.
o Ensure that Project Managers are aware of and adhere to the organization’s policies and procedures.
o Manage staff head count with interviewing, hiring, onboarding, and separating staff.
o Manage/allocate staff workload and identify priorities and assign work as necessary.
o Inform staff of and where they can find the organization’s policies and procedures.
o Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
o Provide real-time feedback on staff performance.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

52.6 Transfer:
For 52.6 transfer to Project Manager 3, SG-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as a Project Manager 2, SG-23.

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
