Duties Description Duties include but not limited to:
• Oversee production and distribution of construction plans and specifications to prospective bidders and other interested parties.
• Manage the preparation and placement of legal advertisements for bid solicitations and other procurements.
• Review and confirm compliance with all applicable laws and regulations.
• Review bidder questions/RFIs, addenda and other contract modifications and notifications.
• Consult with OGS staff in developing and executing contracts and agreements for projects.
• Coordination of vendor responsibility reviews of prime contractors and consultants, subcontractors, subconsultants.
• Coordination and review of reports and documents to adhere to project timelines for submission to Executive Team, the NYS Office of the Attorney General, the NYS Office of the State Comptroller and other stakeholders as required.
• Respond to questions as required from other D&C personnel, OGS Legal Services, OGS Finance, the NYS Office of the Attorney General, the NYS Office of the State Comptroller, other state agencies, vendors and the public.
• Monitor and review projects to ensure they are being designed and constructed within approved cost.
• Provide project specific and industry process reporting and analysis
• Schedule and coordinate strategic planning to achieve organizational goals.
• Provide review and assessment of contract elements including but not limited to Contract and Bidding Requirements.
• Review and assess scope of work, project location, project duration, and estimate to implement and schedule project into organizational workflow.
• Review and coordination of revisions to schedule, submittals, and estimates.
• Serve as contact person and liaison between the client agency and project participants by providing information, identifying and resolving problems, and obtaining approvals for funding, construction, design approval, code compliance, payments, work acceptance, and change orders.
• Oversee procedure development and maintenance. Draft, update and streamline procedures for the unit’s processes.
• Coordinate with internal and external stakeholders to optimize efficiency and accuracy while maintaining adherence to applicable laws and regulations.
• Develop and perform presentations to Executive Team, conferences and various public facing settings.
• Deliver training modules.
• May be responsible for supervision of consultants.
• Some travel required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Seven years of experience in multi-trade building construction that must include at least two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
• Construction planning
• Coordination of multiple trades
• Cost estimating
• Project scheduling
• Material purchasing
• Resource management (including labor, material, and equipment scheduling)
• Construction document reading and interpretation (e.g. plans and specifications)
Substitution: Associate's degree in engineering, architecture, landscape architecture, engineering technology, construction technology, building science, or architectural technology may substitute for two years of the general experience. Bachelor's degree in the above fields may substitute for four years of the general experience.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in as a Facilities Planner 2 and eligible for transfer under Section 70.1 of the Civil Service Law.
