Duties Description Associate Director Human Resources 2 (Labor Relations)
The incumbent will report to the Director of Human Resources and will have responsibility for managing, developing and directing DMV’s Division of Labor Relations program including: counseling, employee disciplines and grievances, union negotiations at the agency and statewide levels, labor/management committees, EAP, Section 72 referrals and coordination with EHS, safety and health, workplace violence prevention program, hearings and arbitrations, and provide advice and guidance to the Director and decision-making staff to maintain effective labor relations.
The Associate Director will collaborate and provide guidance to executives, program managers and supervisors, and employees regarding matters addressed by the negotiated agreements between the State and the employee unions. The incumbent will promote a respectful and positive workplace environment by supporting leaders in handling employee relations. This will involve developing and conducting training on topics such as performance management, employee counseling and corrective discipline, and other relevant employee relations topics.
Within the Division of Labor Relations, the Associate Director manages the implementation of the collective bargaining agreements, oversees the conduct of Department hearings and investigations and assists in presenting cases at the improper practice hearings before PERB, and serves as an agency representative and subject matter expert on various labor relations matters.
The Associate Director will interact with DMV executives, program managers and supervisors, the Office of Employee Relations, CSEA, PEF, the Department of Civil Service and the Department of Labor. Accordingly, this role requires strong communication, interpersonal, and conflict resolution skills.
The position requires approximately 20% travel, as the needs for travel may vary.
Minimum Qualifications Current New York State employees, with one year permanent service in a M-1/G-25 or higher title deemed eligible for transfer under Section 52.6 of the Civil Service Law

Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
