Duties Description The NY State of Health (NYSOH) System is key component of New York’s Medicaid Enterprise system portfolio and provides critical support for eligibility and enrollment policy and operations for Medicaid, Child Health Plus (CHP), the Essential Plan (EP), and Qualified Health Plans (QHPs), as well as tax credits for QHPs. NYSOH is a highly complex integrated system that assists consumers in real time determination of eligibility for coverage across multiple health care plans, serving the Modified Adjusted Gross Income (MAGI) eligible Medicaid population, CHP, and EP, as well as individuals seeking subsidized or non-subsidized coverage through QHPs. The system annually supports 250,000 webpage views, sends 20 million notices, and processes over 6 million eligibility determinations as it facilitates enrolling individuals into coverage, along with exchanging data with numerous internal and external parties, including the IRS, CMS, and the State’s core Medicaid Management Information System (MMIS).

As part of the NYSOH team, the incumbent will:

Provide day-to-day support, oversight, and direction to contract staff to execute and deliver work assignments.
Provide oversight and management of all State, Federal, and external partner interfaces.
Ensure that security is addressed throughout the SDLC (i.e., back-office role-based security, SSL cert upgrade coordination, etc.).
Manage NYSOH User Access Management requests.
Participate in meetings and review ongoing deliverable work products and/or Change Requests (CR) to ensure the integrity of NYSOH.
Advise senior staff on contractor’s performance.
Provide technical expertise in the application of analytical processes to the planning, design, and implementation of new and improved information systems to meet the needs of the business unit.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3 SG-23; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-21 or higher, and eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications: Demonstrated experience in information technology related responsibilities, including software and application changes

Bachelor’s degree in computer science or related field;

Excellent verbal and written communication skills.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
