Duties Description Job Duties

The duties of the Section Manager-Data Management include, but are not limited to, the following:

Work with the appropriate departments within NYSTRS to define the Master Data Management (MDM) policies and procedures
Work with Business Analysts, Data Stewards, and business departments to define needed analytics for business functions
Responsible for oversight of Master Data Management procedures
Ensure consistency and integrity of data within the scope of data integration, validation, and cleaning
Assist with training of business units for proper data management
Design and maintain databases, data warehouses and other data storage solutions
Supervise a team of database administrators and data engineers/scientists
Confirm proper backup processes and restoration procedures are in place for data storage, data analytics and data pipelines
Responsible for ensuring proper communication to the organization for any planned outages
Work closely with the IT management team to ensure sufficient unit training plans
Plan and participate in business continuity and disaster recovery exercises
Supervise the Service Desk and ITIL Support Unit
Approve all production change requests
Establish proper audits for all data management processes and procedures
Update and maintain vendor relationships and ensure regular meetings

Minimum Qualifications Minimum Qualifications

A bachelor’s degree in computer science, data science, mathematics or a related field, and 3 years of experience at the supervisory level in Information Technology, including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization; OR
An associate degree in computer science, data science, mathematics, or a closely related field, and 4 years of experience at the supervisory level in Information Technology, including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization; OR
Five years of experience at the supervisory level in Information Technology including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization.

Additional Comments Position Summary

Under the direction of the Assistant Director of IT-Technical Services, the Section Manager- Data Management will oversee the Data and Service units of the IT-Technical Services department at NYSTRS. The duties encompass all units’ functions including, but not limited to, budgeting, personnel planning, technological strategies, supervision of daily operations, business continuity planning and resource allocation.

Preferred Qualifications

Proven ability to design and implement modern data architectures such as cloud/on-premises hybrid solutions
Proven project experience developing and maintaining data warehouses or other enterprise level data storage systems
Thorough knowledge of relational database technologies including MS SQL-Server and Oracle
Thorough knowledge of data science language/tools such as Tableau, Power BI, Python, SQL, and R. Excellent problem-solving skills
Business Continuity/Disaster Recovery experience
Experience supervising a team of data analysts and data scientists
Demonstrated business writing skills to correspond with both technical and business users
Commitment to providing exceptional customer service
Excellent communication skills
Excellent interpersonal skills
