Duties Description The Department of Motor Vehicles (DMV) is seeking applicants for the position of Associate Director Human Resources 1, M1 in the Albany Swan Street Building. The incumbent will report to the Director of Personnel, and be responsible for the following:
Oversees DMV’s Payroll and Reconciliation unit; ensures bi-monthly payroll closing and wages are paid to DMV employees; updates other HR managers with problems that need urgent resolution
Oversees DMV’s Benefits and Leaves Unit; participates in the regeneration and redesign of the Benefits and Leaves Unit and Time and Attendance Programs
Extensive research of laws, rules and regulations surrounding Workers Compensation, medical leaves, Family Medical Leave Act (FMLA), family sick leave, health insurance benefits, LATS time entry and monitoring, and medical requirements
Participates in the revisions of DMV policies, the Employee Handbook, and trainings for managers and employee
Performs the appropriate duties of the Director in their absence. Represents the Director of HR at internal and external meetings as assigned, and is responsible for escalating issues of a sensitive, agency-wide and/or strategic nature, to the Director and HR Management. Provides information, guidance, and assists in the resolution of complex employee and/or transactional issues
Maintains effective communication and working relationships with agency program managers, various state agencies, entities, and agency staff. Advises on rules, laws and regulations determined by Civil Service, OER, DOL, OSC and other control agencies, as well as DMV rules, regulations and policy governing probation, performance evaluation, appointment and employment status, time and attendance rules and all other Human Resource related topics or policy changes
Develops and trains staff on workforce planning and talent management, including employee engagement, training and development
Assists with classifications of new positions within DMV
Minimum Qualifications Permanent Appointment: One year of permanent, competitive class service in a title Grade 23 or higher and eligible for transfer under Section 52.6 of the Civil Service Law.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
