Duties Description The Office of Mental Health (OMH) is recruiting to fill two Business Systems Analyst 1/Business Systems Analyst Trainee, Grade 18, positions in the Office of the Chief Medical Informatics Officer. Under the direction of the Business Systems Analyst 2, the Business Systems Analyst 1/Business Systems Analyst Trainee will, applying a wide range of specialized knowledge, skills, abilities, tools and techniques, work with OMH Clinical and other business stakeholders to analyze, define, develop, and communicate and validate requirements for new or existing business processes and/or information technology systems. The position also includes providing helpdesk support for OMH business units and clinical programs.

Specific duties include, but are not limited to, the following:

• Research and document the current or "as-is" state of business process or agency functions to elicit business requirements for improvement and automation of business processes or functions.
• Gather requirements for large multi-faceted projects and systems by utilizing requirement elicitation techniques such as individual interviews, surveys, and documentation reviews to develop workflow processes.
• Create reports and/or flow charts describing current business workflows and processes.
• Assist creating conceptual and physical process and data models.
• Perform post-implementation review and assessment.
• Develop and analyze workflows for new systems and software solutions.
• Identify, analyze, and resolve issues for existing systems resulting from errors detected during, testing, implementation and/or daily use.
• Develop and conduct Quality Assurance and User Acceptance Testing test scenarios and scripts.
• Provide training and technical assistance for OMH Central Office, facility staff, and end users for OMH IT systems.
• Create software training, reference guides, FAQs and procedure manuals for end users.
• Provide technical and end-user support for OMH Telehealth iPad initiative.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Demonstrate an interest in developing a deep understanding of OMH enterprise software and systems to develop a technical expertise that will help facilitate excellent end-user support.
• Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement.

Minimum Qualifications Non-Competitive Appointment:
Candidates must have a bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:

Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are not considered qualifying experience:

• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Transfer:
Candidates must have permanent status as a Business Systems Analyst 1 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Preferred Qualifications:
Expert knowledge of Microsoft O365, and working knowledge of object-oriented scripting languages and relational databases a plus.

Additional Comments The salary listed applies to candidates appointed to Business Systems Analyst 1, SG-18. The salary for candidates appointed to Business Systems Analyst Trainee 1 starts at $ 53,764 and, for current New York State employees, is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
