Duties Description Under the general direction of the Gaming Commission Division of Lottery Director, NS, the Project Manager 4, SG-27 will oversee the Lottery’s Project Management Office (PMO) and serve as the lead for bringing Lottery projects and initiatives to successful completion. The Project Manager 4 will collaborate with Commission staff, third parties/vendors, and technical staff to lead projects/initiatives to ensure alignment with business plans and delivered within scope, budget, and schedule. Job duties include but are not limited to:
• Collaborates with Lottery leadership, project managers and business units on the planning, prioritization and tracking of Lottery projects and initiatives.
• Establishes the structure and oversight of the Lottery’s newly created PMO.
• Provides direction and assigns projects to PMO staff.
• Creates and provides tools to effectively manage projects.
• Maintains ongoing knowledge and understanding of project management best practices.
• Ensures PMO staff have the knowledge, tools, skills and abilities to effectively manage multiple projects simultaneously (10-20 projects in varying degrees of complexity)
• Leads the development and execution of project communication plans; ensures strong and effective communication with stakeholders and staff.
• Makes certain projects and initiatives are planned and delivered as specified, on-time, within scope, and within budget.
o Leads the development of project scope and objectives, involving all relevant stakeholders and ensuring feasibility.
o Works with Lottery Director and leadership to prioritize efforts, develop objectives and lead kick-off sessions.
o Leads feasibility sessions including risk assessment and SWOT exercise.
o Directs the development of detailed plans and schedules, assess resources and manage the tracking of progress across multiple projects and initiatives.
o Ensures proper change control practices are adhered to, documented and communicated.
o Leads the creation of comprehensive project/initiative documentation and maintains an up-to-date library of all projects in SharePoint or other digital solution.
• Establishes processes to perform risk management throughout project/initiative lifecycle to identify and minimize risk.
o Escalates risks and issues as needed.
o Effectively communicates issues with leadership, stakeholders, and end-users.
o Leads problem resolution efforts.
• Directs staff to collaborate with internal staff and third parties/vendors to create charters, work breakdown structures, schedules, required documents, communications plan, RACI (responsible, accountable, consulted, informed) documents, and other project artifacts to ensure flawless execution of projects/initiatives.
• Ensures PMO staff prepare status reports, facilitate meetings and reviews, and interact with internal staff and/or third parties/vendors as required; regularly communicates high-level progress with Lottery Director and leadership.
• Reviews and reports high-level project status to leadership and stakeholders
• Adheres to standards and requirements.
• Leads project post-mortem.
• Recommends and implements process improvement opportunities.
• Maintains Lottery budget tracking and net remit tools in collaboration with business units.
• Maintains and communicates standards for various file management/sharing tools such as Microsoft Teams, SharePoint, OneDrive, etc. and ensures staff understands how the tools work together.
• Leads the development of training tools and directs staff to provide training and/or training tools as needed to ensure efficient and effective use of file management/shared tools.
• Responsible for the oversight of Lottery courier service regulatory compliance.
• Oversees tracking of sales agent collections program.

• Ability to understand, analyze and explain data and statistics
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Project Manager 4
OR
Eligible List Appointment: Reachable for appointment from the current Project Manager 4 eligible list
OR
Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 52.6 of the Civil Service Law.
Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
