Duties Description Under the general supervision of the Chief Strategic Initiatives Officer, the incumbent analyzes and evaluates strategic goals and objectives, works with other Departments to coordinate and oversee the implementation of the strategic plan, assist in development of strategic tactics to accomplish the goals and objectives; assists in updating strategic plan metrics and dashboards; provides project management rigor for administrative initiatives with a greater degree of complexity and/or organizational impact; coordinates the development and/or update of systems, and supervises professional staff in the accomplishment of work unit objectives; oversee the Department’s grants management responsibility including identifying grants, establishing eligibility, tracking grant status, updating executives, and administering grants awarded.

There are supervisory responsibilities, managing Senior Administrative Analysts, who will participate in supporting departments and divisions in various capacities: project management documentation, facilitating meetings, analyzing raw data, identifying problems, overseeing solutions, creating reports, and working directly with their supervisor to make improvements or changes as needed throughout the organization.

Duties will include, but not be limited to the following:
Activity 1: Strategic Project Oversight and Governance:
1. Define project scope, strategic alignment, and success criteria in collaboration with project teams and executive leadership.
2. Develop and maintain project charters, governance structures, and risk management plans.
3. Monitor project progress and ensure alignment with strategic goals through regular status updates and milestone reviews.
4. Escalate issues and recommend corrective actions to maintain strategic alignment.


Activity 2: Cross-Departmental Coordination and Stakeholder Engagement:
1. Facilitate interdepartmental meetings to align project objectives and timelines.
2. Identify and manage key stakeholders, ensuring their needs and expectations are addressed.
3. Develop and implement stakeholder communication plans.
4. Serve as a liaison between departments and executive leadership to ensure consistent messaging and coordination.


Activity 3: Performance Measurement and Strategic Reporting:
1. Define KPIs and success metrics for strategic initiatives.
2. Collect, analyze, and interpret performance data to assess progress.
3. Create executive dashboards and reports to communicate outcomes and trends.
4. Conduct post-project evaluations to identify lessons learned and inform future planning.


Activity 4: Change Management and Organizational Readiness:
1. Conduct change impact assessments and readiness evaluations.
2. Develop and deliver training programs in coordination with the Employee Development and Training team to support change initiatives.
3. Develop communication materials for bi-weekly, Intercom 2.0 and the Intranet to support department initiatives.
4. Monitor adoption and address resistance through feedback mechanisms and support.
5. Evaluate the effectiveness of change management strategies and adjust as needed.

Activity 5: Supervisory and Leadership Responsibilities:
1. Supervise and mentor Senior Administrative Analysts, providing guidance and performance feedback.
2. Assign and prioritize tasks based on strategic importance and staff capacity.
3. Review and approve work products to ensure quality and alignment with strategic goals.
4. Conduct regular team meetings to monitor progress and address challenges.

Activity 6: Grants and Resource Management:
1. Identify grant opportunities that align with strategic initiatives.
2. Coordinate the preparation and submission of grant applications with the grant writing consultant.
3. Oversee tracking grant status, compliance, and reporting requirements.
4. Communicate grant outcomes and updates to executive leadership and stakeholders.

Activity 7: External Policy Research and Analysis with Transportation Focus:
• Conduct comprehensive research on state, federal, and international transportation policies, regulations, and trends.
• Analyze the impact of proposed or enacted transportation legislation on departmental strategic goals in coordination with Government Relations.
• Develop policy briefs and white papers to inform executive leadership and guide strategic planning.
• Establish and maintain relationships with external policy organizations, academic institutions, and government agencies to stay informed on best practices and innovations in transportation policy.
• Present findings and recommendations to internal stakeholders to support data-driven decision-making and strategic alignment.

Travel may be required, some of which may be overnight.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $80,8680 – $113,877
Recruitment & Retention Pay: $7,000
