Duties Description Function Description
Under the general direction of the Real Property Analyst 3 or other higher-level manager, the Real Property Analyst 2 performs the following essential functions:
• Manage the work activities of a team of Real Property Analysts and /or trainees.
Plan, organize and monitor the work activities of team members to meet or exceed unit goals;
• Maintain knowledge of real property tax law, division policies and procedures;
• Analyze data submitted by local governments to identify improvement opportunities and communicate proposed resolutions to local officials and agency staff;
• Coordinate and participate in local government and public information activities;
• Communicate effectively, both verbally and in writing, with local government representatives, other Department personnel and other State officials in a timely and professional manner;
• Maintain documentation on business rules and processes;
• Support Department programs and initiatives;
• Develop unit work plans;
• Conduct a regular review of work processes and develop improved methods for accomplishing work tasks;
• Supervise, train and mentor subordinate staff;
• Adhere to the Department’s time and attendance rules and regulations.
Minimum Qualifications Current NYS employee reachable on the appropriate Civil Service Eligible List for this title and location.
OR
Current NYS employee eligible for 70.1 or 52.6 transfer.
Non-Competitive Promotion:
A permanent competitive appointment via a non-competitive promotion examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law, if three of fewer qualified candidates in the Department promotional field apply for this position. Qualification for non-competitive promotion for this title include: One year of service as a Real Property Analyst 1.
Provisional:
In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as a Real Property Analyst 1 may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
