Duties Description The Manager of Design and Construction supports senior management in executing core procurement in construction and design contracts, executing tasks and functions relating to the NYSBA’s capital program. This includes supporting the award of $50 million in new construction contracts each year and supporting the management of claims and change orders. The Manager of Design and Construction also manages the design contracts that support the development of the capital program. The Manager of Contracts title support management-level titles within Bridge Authority.

This is a Confidential position that will fall under the M/C Compensation Plan.

REPORTS TO: Chief Engineer

EXEMPTION STATUS: Full Time – Exempt


RESPONSIBILITIES:

• Support senior staff with the award and documentation of construction-related contracts, including A+B bidding, design-build, progressive-design build, and public-private partnerships contracts.

• Under the guidance of Chief Engineer, provides support to facilitate the procurement and award of contracts, including requests for proposals for design, construction, inspection, project management and inspection contracts.

• Creates contract files and ensures that they appropriately document the procurement and decision-making process to promote the efficient operation of the Department.

• Support senior staff in the Engineering Department with researching, enhancing, standardizing, and implementing digital procurements across NYSBA.

• Ensure that awards and contract changes are logged in a timely and accurate manner for easy tracking and reporting.

• Manage Capital Projects from Initial project proposal through design and construction.

• Supports the Engineering Department with researching and generating reports for NYSBA agency executives and staff on matters related to the NYSBA’s Capital Program.

• Provide status updates on the relevant tasks and activities to senior management as required to include:

o Generate and update In-House Capital Improvement
Program
o Monitor Contractor's schedule progress
o Review and approve Contractor's and Consultant's billings
o Review design assignment progress and schedule letting
date, etc.
o Maintain Contractor's and Consultant's certificates of
insurance
o Provide Monthly Jobs-in-Progress for Board Package
o Review MWBE monthly report submissions from
Contractor's and Consultants
o Maintain Project Trustee Certificates
o Update 5-year Capital Improvement Program
o Update 20-year Capital Program when requested
o Prepare and update Annual Maintenance Reserve and
Capital Expenditure report(s)
o Manage the Highway Oversize Overweight Credentialing
System (HOOCS). Review and Approve overweight vehicle
permit crossing requests
o Control Hazardous Materials. Review Quarterly Hazardous
Waste Special Assessment filings from Contractor's and
NYSBA's maintenance manifests.

• Work with Engineering and Operational Teams to process changes to capital construction contracts, including evaluation, analysis, and negotiations, as well as ensure the completeness of change order files and compliance with NYSBA’s processes and procedures.






Minimum Qualifications EDUCATION AND EXPERIENCE:

•Bachelor’s degree in Engineering, Construction Management, Business Administration, Finance, Government Contracting, or a related field.

•Applicant must have a minimum of five (5) years of related experience in contracts and or procurement.

PREFERRED:

• New York Professional Engineer’s License (PE).
• Master’s Degree in Engineering, Construction Management, Business Administration, Finance, Government Contracting, or a related field.

Competencies:

• Experience working in and with public sector procurement
management principles, government project administration,
and government bid process.
• Knowledge of matters involving public works projects,
construction projects, and real estate matters.
• Knowledge of Project controls; schedule, cost estimating,
etc.
• Knowledge of contract terminology, terms and conditions,
procurement and construction management (including
construction scheduling).
• Familiarity and experience with relevant local, state, and
federal laws, including federal and state procurement laws,
rules, and regulations.
• Strong interpersonal, analytical, problem-solving,
organizational, negotiation, and communication skills.
• Advanced knowledge and use of Microsoft Office Suite and
document management software.
