Duties Description As Mineral Resources Specialist 1, the incumbent will perform entry-level professional mineral resources work under the supervision of higher-level staff. The incumbent will be advanced, without further examination, to a Mineral Resources Specialist 2 after one year of satisfactory service as a Mineral Resources Specialist 1.
As a Mineral Resources Specialist 1/2, the incumbent will:
• Support the Division's annual well and facility reporting process, including year-end quality control reviews and reports of datasets to key stakeholders, using e-business applications for the collection of data.
• Support existing workload associated with the Division's leasing program, which includes tracking of revenue payments made to the state for oil, gas, and salt production, and underground storage of gas on state lands.
• Assist with the regulation of underground gas storage facilities, solution salt mining project reviews, and conduct well inspections and other field work in support of regional operations.
• Assist in developing and managing computerized information systems.
• Perform basic analyses/studies that may include generating maps, records, reports, etc.
Minimum Qualifications For NY HELPS/ Open Competitive Appointment:
Mineral Resources Specialist 1 - Bachelor's or higher-level degree
in engineering, geochemistry, geology, geophysics, or
geosciences.
Mineral Resources Specialist 2 - Bachelor's or higher-level degree
in engineering, geochemistry, geology, geophysics, or
geosciences AND one year of professional-level experience in
drilling development, or production for oil, gas, solution mining,
or underground gas storage.
Note - Experience in the drilling, development, and production of
water wells is NOT qualifying experience.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC or,
Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis or,
Transfer Eligible - Mineral Resources Specialist 1 - One year of
permanent competitive service at Salary Grade 13 or higher and:
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications.
Mineral Resources Specialist 2 - One year of permanent
competitive service at Salary Grade 18 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications.
Or
Eligible for transfer under Section 70.1: One year of permanent
competitive services as a Mined Land Reclamation Specialist 1 or
a Mineral Resources Technician 2.
55-b/55-c Candidates must meet the open competitive minimum
qualifications and include with their resume or application,
a copy of the letter from Civil Service which indicates approval
for the 55-b/55-c program.

eligible for appointment by transfer, reinstatement or
reassignment as defined above; or the appointment type is
provisional or temporary. The eligible list(s) will be canvassed as

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
