Duties Description Within Division of Finance and Rate Setting (DFRS), the Bureau of Nursing Home and Long-Term Care Rate Setting (NH<CRS) consists of four teams that conduct rate setting, cost analysis, and other activities for public and private nursing homes and a range of long-term care facilities and support services. This position will serve as the lead for the Bureau’s Long-Term Care teams and be responsible for high-level programmatic and analytical functions essential to rate development, policy implementation, and Medicaid compliance across multiple long-term care service areas.
The incumbent will lead the Other Long Term Care Team. Duties include, but are not limited to: Leading programmatic and technical oversight of the Bureau’s Other Long-Term Care Team; Conducting complex data analysis related to Medicaid cost reports, State Plan Amendments, and program utilization to identify trends and support reimbursement strategies for the Home Care FFS portfolio (CDPAP-FI, Personal Care, Certified Home Health Agencies); Creating, reviewing, and managing annual and supplemental rate packages for FFS programs (CHHAs, Hospice, and Foster Care); Interpreting data from provider-submitted cost reports for nursing home, home care (including Statewide Fiscal Intermediary), hospice, and foster care services; Evaluating OMIG audits, rate appeals, and litigation cases, and providing expert-level recommendations; Conducting health care financing modeling and policy impact studies; Managing Home Care contractor staff conducting cost report audits and rate setting development; Collaborating with eMedNY and IT systems teams to implement timely rate changes and system updates; Interfacing with the Division of Budget (DOB) and other State Agencies to provide fiscal and programmatic data in support of Medicaid budget planning and oversight; Drafting technical policy briefs, regulatory analyses, and stakeholder guidance related to Medicaid long-term care reimbursement.
Minimum Qualifications Permanent Transfer Candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Management Systems Analyst, SG-27; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-25 or higher, and eligible to transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications: Strong critical thinking skills, exceptional analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience should include knowledge of Medicaid policy and rate setting. The candidate must also have knowledge of the NYS Medicaid program and have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget. This position requires experience with Medicaid cost report data. This position has significant demands and responsibility in preparing the annual rates for homecare and other long term care providers including hospice and foster care.
Additional Comments Microsoft Excel knowledge, skills, and abilities are a requirement.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
