- Analysis of policy and regulation to inform marketplace operations, including federal and state regulations on health insurance and marketplaces, and assess the potential impact on New York's Marketplace.
- Research and evaluation pertaining to health insurance marketplaces, including analysis of data, including federal surveys and reports, to understand trends in health insurance coverage rates and demographic.
- Support the development and implementation of innovative programs authorized under the 1332 Waiver, ensuring compliance with federal and state requirements.
- Develop and present policy analyses, briefing materials, and impact assessments for Exchange Executive Staff and the Governor’s Office to support data-driven decision-making on health policy initiatives.
- Supervise and mentor a team of three or more staff members, overseeing their work on policy analysis, program implementation, and projects to ensure alignment with organizational goals.
- Planning and development of health equity initiatives related to the NYSOH marketplace.
- Collaborate with other marketplaces to stay informed on policy decisions made by other states.
- Work with marketplace information technology system developers to collect data on NYSOH applicants and enrollees, including demographic, income, health insurance status, premium rate, and health plan information and analyze trends in eligibility and enrollment data over time.
- Apply policy knowledge to updates to the NYSOH marketplace application software in response to changes in federal and state law and rule.
- Development, operationalization, and evaluation of programs and benefits for marketplace enrollees.
Minimum Qualifications Non-Competitive:
Bachelor’s degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations.
J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.
*Professional research experience cannot be part of your degree requirements. You must clearly demonstrate how you meet the supplemental coursework and degree requirements. You may attach a copy of your transcripts for verification of coursework and degree requirements.
Competitive Transfer:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialsit 2; OR NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G21 or higher and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law
Provisional:
One year of permanent service as a Program Research Specialist 1.
Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: 1. Specific experience working in health policy or with health insurance
2. Demonstrated supervision or mentoring experience
3. Experience conducting program evaluation or data analysis
4. Demonstrated experience working on health equity initiatives
Additional Comments Non-competitive appointment via NY HELPS program.
The Jurisdictional Class (JC) of the position will be contingent upon the appointment mechanism.
*$4,000 location pay will be added in addition to your salary since this position will be located in NYC.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
