Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Director of the Product Development Team, the Project Coordinator will serve as the Product Manager supporting all DOH Bureau of Vital Records (BVR) projects and initiatives within the ITS Dedicated Support | DOH team. They will be responsible for designing and overseeing the implementation of technical solutions to ensure they meet business needs while adhering to all ITS policies and standards. The position will collaborate with cross-functional teams to analyze requirements, architect solutions, and ensure successful delivery directly managing and supervising a team of technical staff.Duties (include but not limited to)
• Lead and Manage a team of 6 technical staff and prioritize assignments for 2 additional BA/QA staff.
• Lead and Design end-to-end technical solutions that address business requirements and align with technology standards. Develop solution architectures, technical specifications, and system designs.
• Provide technical leadership and guidance to project teams throughout the solution development lifecycle. Collaborate with Product Development staff (including PMs, architects, developers, BA/QA, ISO), Business Development staff including (Client Computing and Account Management teams) for solution proposals and estimates, and other internal and external stakeholders to ensure alignment with technical best practices.
• Work closely with user experience, business analysts, and business stakeholders to gather and analyze requirements. Translate business requirements into technical solutions, considering factors such as scalability, performance, security, and usability.
• Evaluate new and emerging technologies to determine their suitability for inclusion in a technical solutions catalog. Conduct proof-of-concept evaluations and provide recommendations for technology adoption.
• Identify technical risks and develop mitigation strategies to address them. Ensure that solutions adhere to security, compliance, and regulatory requirements.
• Engage with stakeholders at all levels to communicate technical solutions, gather feedback, and address concerns. Present technical proposals and recommendations to executive leadership and other key stakeholders.
• Collaborate with development teams to ensure that technical solutions are implemented according to design specifications. Provide technical oversight and support during the implementation phase.
• Drive continuous improvement in product development processes and practices. Identify opportunities to streamline processes, improve efficiency, and enhance solution quality.
• Perform the full range of supervisory duties.
Minimum Qualifications Seven years of experience including one year of supervisory experience.
The following degrees may substitute for the general experience as indicated:
• Associates degree and six years of experience
• Associate's degree including 15 semester credit hours in computer science and five years of experience
• Bachelor's degree and five years of experience
• Bachelor's degree including 15 semester credit hours in computer science and four years of experience
• Master's degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
