Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 4, Grade 27, position in the Long Island Field Office (LIFO). Under general direction, the incumbent will serve as Licensing Director and will manage, coordinate, and oversee policy, regulatory, and operational functions related to certification and licensing in the Long Island Region, a crucial role in Field Office operations. Specific duties to be performed may include, but are not limited to, the following:

Manage the development, licensure and regulation of mental health programs throughout the OMH Long Island Region of New York.

Participate in statewide meetings; collaborate with the Bureau of Inspection and Certification leadership and staff, as well as the Licensing Directors in each of the other four Field Offices; disseminate information to LIFO colleagues, and regional providers. Support and direct regional compliance related activities.

Organize, supervise, and coordinate licensing staff review teams assigned to and involved in monitoring licensed community-based treatment and support services within the OMH Long Island Region.

Oversee the review of Prior Approval Review (PAR) applications, certification visits of new and existing programs, monitor the recertification schedule and visit outcomes, direct follow-up monitoring activities and deploy staff as warranted for an on-site review of the program’s performance improvement plan(s). Develop/Utilize a tracking system.

Identify, through licensing oversight, vulnerable programs with fiscal or quality care concerns. Recommend to leadership of the Field Office and the Bureau of Inspection and Certification (BIC), action steps toward resolution; initiate the plan.

Assist supervisees in prioritizing activities to ensure the currency of certified programs/agencies is balanced with more complex focused program monitoring.

Participate and/or lead re-certification and monitoring visits as an element of staff training and staff support.

Provide ongoing training and education to staff assigned to licensing functions; mentor licensing staff to similarly train, then delegate to staff formal training opportunities of newer/non-licensing staff.

Supervise subordinate staff in providing programmatic technical assistance in compliance with OMH requirements, policies, and initiatives to meet the needs of the consumer population.

Represent the Long Island Field Office and/or OMH, as applicable, in the following areas: in the development or revision of regulatory changes and implementation of new initiatives/special projects; at meetings and on task forces with other State and external agencies, mental health advocacy groups and trade organizations.

Participate in the development of and coordinate the implementation of licensing protocols and processes. Represent the Field Office on inspection and certification related workgroups and projects. Delegate staff to act in this role as appropriate.

Recommend policies and procedures to the Field Office Director, Field Office Management Team and OMH BIC and Executive Level staff specific to standard compliance, the adequacy of service networks and implementation of various initiatives.

Maintain awareness of OMH Initiatives, new programs/services and issuance of requests for proposals/interests directly and indirectly pertaining to licensing; guide staff to resource documents creating an independent avenue for staff to increase their knowledge base of services beyond their assigned areas.

Consult with counties and providers in the development or expansion of mental health services and provide regulatory guidance with program issues. Guide LIFO licensing staff in doing the same.

Advocate for development of effective and efficient service delivery systems.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Transfer:
Candidates must have permanent status as an Mental Health Program Specialist 4, Grade 27, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Mental Health Program Specialist 4, SG-27, at the Office of Mental Health, Central Office in West Brentwood. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Mental Health Program Specialist 3, SG-25.
