Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Aide, G-13, position assigned to the Center for State and Community Workforce Development and Human Resources (SCWDHR), Bureau of Facility Personnel Services (FPS). The incumbent will perform paraprofessional duties in the FPS List and Transaction Units. The FPS List Unit provides eligible and mandatory list canvassing and interview scheduling services for 26 OMH facilities and its Central Office. The FPS Transaction Unit reviews and submits payroll transactions for approximately 13,000 employees at 26 OMH facilities on 34 payroll agency codes. Specific duties to be performed may include, but are not limited to, the following:

Receive transactions entered by facilities into OMH’s legacy Human Resources Management System (HRMS). Review a variety of factors (e.g., positions’ titles and JCs; earmark status; candidates’ “reachability” and/or eligibility to transfer; possession of valid/current clearance control numbers; etc.) to ensure that all transactions are correct and comply with Civil Service Law, Rule, and policy. Enter transactions into NYSTEP and Payserv - an average of 1600 transactions each biweekly pay period.

Work with facility human resources management offices and the Department of Civil Service (i.e., the Employment Records Unit, the Staffing Services Division, and/or the Cert Units), to resolve and correct problems with transactions that could cause delays in processing and/or result in employees’ paychecks being held.

Review and reconcile certifications (i.e., instances where the information in NYSTEP and Payserv do not agree) sent from OSC to avoid check holds for OMH employees. Volume = approximately 85 certifications per pay period.

Prepare requests to correct employees’ histories for review and approval by the Staffing Services Division (SSD). Ensure that each submission is researched to ensure the request is in order and all necessary documentation to receive approval is included.

Support SCWDHR management by collecting and generating data and reports each month which track appointments and separations in key, mission-critical titles, which assist OMH management identify recruitment and/or retention issues.

Receive and track requests to canvass eligible lists from OMH facilities.

Canvass eligible lists via mail and email. Volume = 12,000-16,000 canvasses each month. Open mail, sort, and track candidate responses to canvasses. Provide Lists of Acceptors (LOAs) to human resources management offices at OMH facilities. On average, the Unit maintains 200-400 active list certifications at any time.

Review coded LOAs returned by OMH facilities for accuracy/completeness and to ensure compliance with Civil Service Law, Rule, and policy. Enter all coding, including appointments, into the Department of Civil Service’s Eligible List Management System (ELMS).

Produce, verify, compare, and analyze data from various report repositories to determine trends.

Manage eligible lists maintained in OMH’s decentralized eligible list systems: The Examination Administration System (EAS) and Decentralized List Management System (DLMS). Add candidates to EAS when scores are generated. Troubleshoot issues in DLMS directly with candidates, when needed.

Review and respond to eligible list restoration requests and other list-related communications from the Department of Civil Service.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent service as a Program Aide, Grade 13, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 13 level.
